About this file
This is a Request for Quote (RFQ) issued by the United States Air Force for a 10-stall, tandem axle K9-transportation trailer to support the 7th Security Forces Squadron at Dyess Air Force Base, Texas.
The RFQ (FA466126Q0052) was issued on August 18, 2026, and is restricted to small businesses with a size standard of 1,000 employees or fewer under NAICS code 336212. This is a Firm-Fixed Price (FFP) acquisition with no separate charges permitted for freight, delivery, or other post-award fees; all costs must be included in the all-inclusive price. Quotes must be submitted via email to reijo.rantala@us.af.mil and trevor.finch.1@us.af.mil no later than September 2, 2026, at 1:00 p.m. CDT, with questions due by August 24, 2026, at 10:00 a.m. CDT. The ordering activity is 7 CONS, located at Dyess AFB, with Contracting Officer TSgt Trevor Finch as the primary point of contact.
Offerors must submit a signed pricing form showing the all-inclusive unit and total price, along with a separate Technical Specifications Document demonstrating compliance with all salient characteristics outlined in Attachment 1. This technical submission must include a product brochure detailing dimensions and electrical/HVAC capabilities, engineering drawings showing the 10-stall layout with recessed ducted air conditioning, welded inner bar doors, and floor drainage systems, and written certification of compliance with 9 CFR Part 3 (animal welfare regulations). Offerors must also propose a realistic delivery timeline in calendar days after contract award. Award will be made on a Best Value basis, considering Technical Acceptability (minimum requirement), Delivery Time, and Price, with the government reserving the right to select a higher-priced offer if a significantly shorter delivery time justifies the trade-off.

OTHER INFORMATION:
This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and another written solicitation will not be issued. The Government intends to place a Firm-Fixed Price (FFP) contract for this requirement.
The Government reserves the right to cancel this solicitation, either before or after the closing date and prior to any contract award. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
QUOTE SUBMISSION INFORMATION: E-mail is the required method for offer submission. The Contracting Specialist or
Officer will send a confirmation email once your quote is received. If you do not receive a confirmation email, the Government did not receive your quote. Your offer shall include but is not limited to the following:
1. Complete (must be signed) Page 3 of RFQ (or contractor equivalent*) showing an All-Inclusive Price: The proposed price must be fully burdened and inclusive of all costs associated with this requirement. This will be a Firm-Fixed Price purchase order. The Government will not pay any separate, unpriced, or post-award fees for freight, delivery, travel, materials, or surcharges.
2. Offerors shall submit a separate Technical Specifications Document with their quote. To be considered for award, the offeror’s technical submission must provide sufficient "descriptive data" to demonstrate that their proposed trailer meets or exceeds every salient characteristic listed in Attachment 1. This specification document must include:
• Product Brochure/Specifications Sheet: Showing the trailer's dimensions, electrical, heating, A/C, and all other required capabilities.

• Proof of CFR Compliance: A written certification or statement in the proposal verifying that the proposed trailer complies with all applicable requirements of 9 CFR Part 3.
3. The proposed delivery time must be stated. Offers who do not submit a proposed delivery will be considered non-responsive, and be deemed ineligible for award.

Deadline for Questions pertaining to this solicitation: Questions shall be sent to the email addresses: reijo.rantala@us.af.mil and trevor.finch.1@us.af.mil, NLT 24 August 2026, 10:00 a.m. (CDT).
Deadline for receipt of offers: NLT 2 September 2026, 1:00 p.m. (CDT). All quotes shall be emailed to reijo.rantala@us.af.mil and trevor.finch.1@us.af.mil.
The evaluation of this acquisition will be based on the Best Value to the Government, considering three factors: Technical
Acceptability, Delivery Time, and Price. Under this Best Value evaluation, the Government reserves the right to select an offeror other than the lowest-priced Technically acceptable quote if a shorter proposed delivery time warrants the trade-off.
• Factor 1: Technical Acceptability: Offerors must provide sufficient descriptive data (including product brochures, engineering drawings, and proof of CFR compliance) to demonstrate the capabilities of the proposed item to perform within the required guidelines put forth in the attached Salient Characteristics (Attachment 1). Quotes that do not meet the minimum salient characteristics will be rated technically unacceptable and will not be considered for award.
• Factor 2: Delivery Time: There is no set maximum delivery time for this requirement. Offerors must propose a realistic and reasonable delivery time (expressed in calendar days after contract award). The Government will evaluate all proposed delivery times and reserves the right to award to an offeror proposing a faster delivery time even if that offeror's price is higher, or to accept a longer delivery time if justified by price savings, depending on what represents the overall best value to the Government.
• Factor 3: Price: Proposed pricing must be a single, Firm-Fixed Price inclusive of all associated costs (both direct and indirect, such as state and local taxes, material costs, labor, overhead, profit, and FOB Destination shipping/freight and setup to Dyess AFB, TX). By signing and submitting the offer, the Offeror certifies that the prices listed represent a complete, fully burdened allocation of all costs. No additional, separate, or hidden charges (such as fuel surcharges or delivery fees) will be authorized after award.
