About this opportunity

The Department of Veterans Affairs Veterans Health Administration is conducting market research for a fire system device troubleshooting and replacement project at the VA Connecticut Healthcare System Newington Campus. The primary objective is to replace an end-of-life Simplex TrueSite WorkStation Management Console (TSW) and repair approximately seven failed elevator recall devices in Building 1 of the West Haven VAMC. Contractors are required to provide comprehensive services including initial testing, troubleshooting, equipment installation, wiring removal, fire system programming, and final certification. The Sources Sought notice is seeking potential qualified vendors capable of performing these technical services under NAICS code 541990 (All Other Professional, Scientific, and Technical Services). Interested parties must submit their responses electronically to Nathan.Langone@va.gov by December 13, 2024, at 17:00 EST, with submissions limited to 8 pages and including a completed Sources Sought Worksheet.

The procurement does not currently have a specific set-aside, but may be designated for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), or small businesses based on market research responses. The project requires contractors to maintain fire alarm coverage throughout the project duration and complete all work within 10 days of receiving the Notice to Proceed, with potential evening hours required for elevator lobby work. While no specific award value is mentioned, the NAICS size standard is $19.5 million, which provides context for potential contractor qualifications. Vendors must be registered in the System for Award Management (SAM) and provide their Unique Entity Identifier (UEI) and CAGE Code as part of their submission. The government emphasizes that this is a market research effort and does not guarantee future contract award, and no reimbursement will be provided for responses.
