About this opportunity
The Department of Veterans Affairs Veterans Health Administration, specifically Network Contracting Office 8 (NCO 08), is conducting a Sources Sought Notice for specialized Computer Room Air Conditioning (CRAC) system inspection, diagnosis, and repair services at the Orlando VA Healthcare System. The primary objective is to repair three cooling racks in the OIT data center, addressing specific issues with power units, fans, and power supplies to restore cooling functionality. Interested vendors must submit responses to rohan.mckenzie@va.gov by April 15, 2025, using the email subject line "Response 36C24825Q0634-CRAC Unit System Repair" and complete the provided Attachment A - Vendor Information and Questions. The evaluation will focus on vendors' experience with CRAC systems, technical approach, compliance with industry standards, technician certifications, and warranty offerings. Vendors will be assessed on their ability to meet the performance work statement requirements, which include completing repairs within 30 calendar days and providing a written report within three business days of service completion.
The pre-solicitation notice is not currently set aside for any specific business category, though it is targeting small businesses within the NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19.0 million. The performance period for the proposed work is from May 1-31, 2025, with work primarily conducted during normal business hours (8:00 a.m. to 4:30 p.m.), with potential for after-hours and weekend repairs. While no specific award value is mentioned, the scope involves repairing three specific cooling racks with comprehensive labor, materials, and equipment provisions. The government emphasizes that this is a market research exercise and not a formal solicitation, with no contract to be awarded directly from this notice and no reimbursement provided for vendor responses. The ultimate goal is to gather information to inform the Contracting Officer's review of industry practices and develop an appropriate procurement strategy for the CRAC unit system repair project.
