About this opportunity

The U.S. Army Intelligence and Security Command (INSCOM) is seeking Engineering Technical Assistance (ETA) services through a solicitation for professional support across program management, technical advisement, test and evaluation, data visualization, and program administration. The Department of the Army Materiel Command Contracting Command Detroit Arsenal will manage this procurement, with proposals due by March 3, 2025 at 12:00 PM EST. A critical requirement is that offerors must possess a Top Secret Facility Level Clearance at the time of proposal submission, with no grace period for obtaining clearance. Evaluation criteria will prioritize Past Performance and Staffing Plan factors as significantly more important than Cost/Price, with contractors expected to demonstrate expertise in intelligence surveillance, reconnaissance modernization, and innovation support activities. The government will assess offerors based on their ability to support INSCOM's mission across multiple locations, with a focus on operational intelligence and specialized capabilities for Army, Joint, Coalition Commands, and the U.S. Intelligence Community.

The solicitation is a 100% Small Business set-aside with the current incumbent being Kaimetrix LLC, whose existing contract is valued over $60 million. The contract structure includes a one-year base period with four one-year option periods, utilizing a Firm Fixed Price Level of Effort (FFP-LOE) contract type. The requirement has been reduced from 26 to 16 full-time equivalent (FTE) personnel, with key personnel positions including one Senior Advisor/Program Manager, six Technical Advisor III positions, and three Senior Test Engineers. Performance will be primarily located at Fort Belvoir, Virginia, with potential for OCONUS travel and work across 180 locations in 45 countries. Total proposed hours are 39,004.80 annually, including a 20% surge capacity allocation, with Other Direct Costs (ODCs) set at $225,000 per full year. Contractors must be prepared to complete transition from the incumbent within 30 days of award, maintaining specific staffing level requirements during the transition period.
