About this opportunity

The Defense Logistics Agency Distribution (DLA) is seeking Industrial Hygiene (IH) and Ergonomic Program Support Services for its San Joaquin facility in Tracy, California. The solicitation (SP3300-25-Q-0034) requires a contractor to provide comprehensive occupational safety and health support, including food safety, confined space, and ergonomic program initiatives. Key personnel requirements include a Certified Industrial Hygienist and a California Certified Asbestos Consultant who will conduct hazard assessments, monitoring, training, and reporting to ensure compliance with federal, state, and local regulations. The government will evaluate quotes based on technical capability, past performance, and price, with the intent to award to the responsible quoter offering the lowest evaluated price that is technically acceptable. Questions regarding the solicitation were due by December 3, 2024, with final quotes due by December 19, 2024 at 12:00 PM Eastern Time.

The contract is not set aside exclusively for small businesses, though it falls under the North American Industry Classification System code 541620 for Environmental Consulting Services. The incumbent contractor, Corky Hull Medical Associates, has provided these services for approximately 20 years. The contract includes a base period from February 1, 2025, through January 31, 2026, with four potential one-year option periods. The work requires one Certified Industrial Hygienist for 24 hours per week on-site and approximately 15 hours per month for asbestos consultation. While the total ceiling price is listed as $0.00, this appears to be a firm-fixed-price contract with all costs including sampling, analysis, and supplies to be included in monthly fixed-price contract line items. The services will be performed at the DLA Distribution facility located in Tracy, California (ZIP code 95376).
