About this file
This is Amendment 0002 to solicitation SP3300-25-Q-0034 for Industrial Hygiene and Ergonomic Program Support Services at DLA Distribution Tracy Depot. The amendment provides answers to vendor questions, revealing that the incumbent contractor is Corky Hull Medical Associates who has provided these services for approximately 20 years.
Key details clarified include: all CLINs must be priced for award eligibility; the work requires one CIH for 24 hours per week on-site and one CAC for approximately 15 hours per month (the CIH can fulfill both roles if certified); DLA Tracy does not employ any Industrial Hygienists; the 24-hour work week is considered sufficient to deliver all PWS requirements; and all costs including sampling, analysis and supplies must be included in the monthly fixed-price CLINs (X001). The amendment does not extend the deadline for receipt of offers.

1. The purpose of this amendment is to answer vendor questions.
2. Amendment 0002 is hereby incorporated into Request for Quote SP3300-24-Q-0034 and shall become a part of any resultant contract.
3. Answers to vendor’s questions are provided as follows:
Question 1. Our team is currently reviewing the solicitation. We are a small business registered under NAICS code 541620 with the GSA. Upon examining the Performance Work Statement (PWS), it appears that our firm would be well-suited for the Ergonomic Program Support Services portion of the contract. Could you please let us know if you would accept a proposal for this partial aspect of the scope of work related to ergonomics?
Answer 1. In order to be eligible for award all CLINs must be priced.
Question 2. Is there a current supplier of services and if so, who is it and how long have they been in place? If no current supplier, how have these service needs been met?
Answer 2. Yes, the current vendor providing services is Corky Hull Medical Associates. They have been providing services for about 20 years.
Question 3. Since this is a staff augmentation contract, does the government employ industrial hygienists at the DLA Tracy site? If so, how many and what are their core functions?
Answer 3. DLA here at the Tracy Depot does NOT employee Industrial Hygienist.
Question 4. May the contractor employ its CIH in a supervisorial capacity in such a way that the CIH and its IH collaborate daily, with the CIH making routine/scheduled site trips and the IH serving as the day-to-day representative? The rationale behind this approach is consistent with paragraph 13, p2 of document SP3300-25-Q-0034.
Answer 4. The solicitation does not require a CIH in a supervisory capacity. If the services are provided in a timely fashion then you may manage your services however you see fit. Please note the PWS requires one (1) CIH for 24-hours per week and one (1) CAC for approximately 15-hours per month. The CIH may also fulfill the CAC role if they are certified.
Question 5. Is it the government's intent to limit the hours spent to 24 hours/week?
Answer 5. Yes, the Government believes all services in the PWS can be delivered within a 24-hour ON-SITE work week.
Question 6. The Implementation Plan and SOW indicate that air sampling & analysis will be performed as likely will other forms of sample collection & analysis. However, Attachment 8 does not provide a mechanism to capture variable fees like this. Similarly, page 16 of SP3300-25-Q-0034 states:
0. Note: Pricing for all required services and supplies shall be included in the monthly FFP CLINs X001.
Please advise how matters such as this along with billable hourly rates, are to be demonstrated in Attachment 8 and/or within the proposal.
Answer 6. This acquisition is fixed-price. All anticipated costs are to be captured in CLINs X001. Quoters need to fully assess all the required services and supplies contained in Attachments 1, 3, and 4 and determine a reasonable price.
