This Amendment 1 includes the questions and responses in reference to the combined synopsis/solicitation. The question is stated first, then followed by the answer.
1) Has a contractor performed similar work to this for the government in the past?
Answer: This is a new requirement with no incumbent contractor.
2) If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answer: See response in item 1 above.
3) Has Education been working with a vendor to create this requirement?
Answer: The U.S. Department of Education (Department) has not been working with any vendor(s) to define/create the requirement.
4) Does Education have a preferred vendor in mind for this program?
Answer: The Department does not have a preferred vendor in mind for the program. The Department will make its selection based on the proposal that represents the best value to the Department, based on the Performance Work Statement and Evaluation Criteria.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation for commercial services is being conducted in conjunction with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation ED-OOM-15-R-0045 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The NAICS Code is 611430, Professional and Management Development Training, and small business size standard is $11.0M.
The U.S. Department of Education (Department) intends to award a Blanket Purchase Agreement (BPA) as a result of this solicitation, as well as a concurrent initial Task Order. The Department reserves the right to award either a single-award BPA, or multiple-award BPA's. The Department reserves the right to award without discussion.
The firm(s) selected to receive a BPA and/or initial Task Order from the Department is required to register in the System for Award Management (SAM) and to maintain active registration during the life of the purchase order. SAM can be accessed at https://www.sam.gov. Firms shall include their DUNS number in their quote. If the firm does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. The firm selected for an offer from the Department will need to provide Offeror Representations and Certifications prior to any award.
The Office of Management (OM) at the Department has a need for professional services to train, coach, facilitate meetings, and conduct strategic planning for employees and groups using a human relationship oriented approach, with the objective of improving human relations in the workplace for maximum productivity at all levels of the work force.
OM is seeking a vendor to provide onsite, quality, cost-effective training, coaching, meeting facilitation, and strategic planning and organizational development services in support of and for the improvement of the organization's work climate. The vendor will need to provide these services with a goal of addressing workplace issues that collectively have a negative impact on the office environment and are a general impediment to the effectiveness and transparency of the work unit.
The period of performance shall be for a base period of 12 months, and three (3) 12-month option periods.
Vendors must include pricing for all option periods.
Interested sources must submit information that demonstrates their ability to meet the requirements above, no later than September 18, 2015 at 12:00 PM, E.S.T. All proposals must be submitted electronically to the attention of Andrew.Cazier@ed.gov, Contract Specialist, with a carbon copy to Desandre.Woodard@ed.gov, Contracting Officer.
