Performance Work Statement Human Relations in the Work Place Training June, 2015
Background
The Office of Management (OM) at the Department of Education has a need for professional services to train, coach, facilitate meetings, and conduct strategic planning for employees and groups using a human relationship oriented approach, with the objective of improving human relations in the workplace for maximum productivity at all levels of the work force.
Scope/Purpose
OM is seeking a vendor to provide onsite, quality, cost-effective training, coaching, meeting facilitation, and strategic planning and organizational development services in support of and for the improvement of the organization’s work climate. The vendor will need to provide these services with a goal of addressing workplace issues that collectively have a negative impact on the office environment and are a general impediment to the effectiveness and transparency of the work unit. All services should aim to address the following general themes:
· Greater teamwork; individuals align to maximize team performance
· Increased self-awareness about the participants' motivations, defenses, and behaviors that impact workplace relationships
· Improved communication skills and openness
· A more trusting environment
· Increased individual choice and accountability
Services to be provided:
1. Human Relationship Training
Vendor will provide comprehensive human relationship training with versions ranging from 3 to 6 days. These instructor led courses will be offered in two formats: open enrollment, whereby a date is publicized and students request enrollment and ‘Customer Requested’ whereby training delivery is dedicated to one specific organization.
The Human Element® program is a training program and methodology developed by Dr. Will Schutz. The successful vendor will deliver training using the Human Element® program, or human relationship training that is demonstrated to be based upon or equivalent to the Human Element® methodology. The goals of human relationship training are to improve self-awareness, leadership and communication skills and to learn to apply these skills to participants’ work environment.
This training will address how individuals see themselves, how they relate to internal and external customers and how they actively fit and participate in their organization’s goals and objectives. The course material will provide participants with an understanding of the logic of human behavior and motivations, including practical tools for navigating the human side of organizational and professional life. One key goal of the course is to improve the way that employees work together and solve problems.
The course shall be delivered in 3, 4, 5 or 6-day modules, as selected by OM. Shorter sessions shall cover fundamentals and basic concepts of human relationship training. Longer sessions shall add experiential learning opportunities and applications of the program to organizational alignment.
Specific training goals:
· Greater self awareness as related to their own behaviors and actions in the workplace and outside the workplace;
· Increased compatibility in the workplace, leading ultimate to increased productivity;
· Enhanced understanding of defenses in human behavior;
· Greater understanding of how behaviors and feelings effect the workplace and how they can influence workplace dynamics;
· Deeper understanding of self image and self esteem;
· Increased leadership capacity;
· Enhanced communication skills;
· Increased ability to build and function in teams.
2. Meeting Facilitation
Vendor shall provide experienced and well trained teams of meeting facilitators who are experts in running meetings of small groups to very large groups effectively with excellent results. Vendor shall work with the meeting representatives to enhance content, flow and process. Vendor shall also provide models and tools to help organize, sort and clarify meeting goals, objectives and outcomes. Vendor shall overlay Human Element® or demonstrated equivalent human relationship principles, as appropriate, to enhance process and content of meetings. Vendor shall also recommend formats for OM to use independently for subsequent meetings to sustain productive results.
Vendor shall establish with the meeting organizers what the roles, goals and expectations are for the meeting participants and the facilitators themselves. Vendor shall ensure that the meeting environment is properly established, including set up, materials and climate. Vendor shall work with individuals responsible for the meeting to customize the approach to ensure goals of the meeting organizers as well as participants are fully met.
Expected Outcomes:
· Meeting goals and objectives will be delineated;
· Process and content issues will be discussed and planned for;
· Appropriate tools will be lined up to use as required;
· Meeting roles, goals and expectations will be clear;
· Environment for successful meetings will be established including room, set up etc.;
· All materials will be set up and ready for use prior to start of meeting;
· Meeting will be dynamic and interactive within the organizers’ parameters.
3. Senior Executive Team Training
Vendor shall develop custom content as needed and provide Senior Executive Team training, integrating the Human Element® or demonstrated equivalent human relationship principles into the training program. Vendor shall provide customized curriculum based on the needs of the executive group.
Examples of topics for which vendor may develop content for Senior Executive team training include but are not limited to:
· Behaviors, Feelings and Self-Awareness for Leadership
· Adaptive Thinking
· Creative Problem Solving
· Collaborative Leadership
· Systems Thinking and/or Design
· Leadership Development
· Self-Awareness, Climate and Measurement
· Public speaking for Persuasion
· Leadership 101
Expected Outcomes:
· To be determined based on the topics selected
4. Executive Coaching
Executive Coaching
Vendor shall provide executive coaching on either a short-term, hourly basis or on a longer-term basis (i.e. 6 months or longer), as needed. Longer-term coaching shall be provided in person, on site, and via telephone or VTC. Vendor shall provide a 360 LPI review and an Emotional Intelligence Test (EQ-i®) if the coaching recipient has not already had one or it is not up to date. Vendor shall leverage Human Element® or demonstrated equivalent human relationship training principles for coaching.
Expected Outcomes:
· Participants will develop professional goals and objectives with quantifiable measurements for success;
· Participants will advance their leadership skills;
· Participants will develop better communication skills;
· Participants will successfully build and function in teams.
5. Strategic Planning and Organizational Development
Vendor shall use the Human Element® or a demonstrated equivalent human relationship methodology approach, along with other tools such as the Balanced Scorecard (BSC), for all of strategic planning work. The Balanced Scorecard is a strategic planning and management system that is used extensively in business and industry, government, and nonprofit organizations worldwide to align business activities to the vision and strategy of the organization, improve internal and external communications, and monitor organization performance against strategic goals.
Balanced Scorecard strategic planning requires development of the organization’s vision, mission and values, followed by development of the four perspectives (customer, financial, internal business processes, learning and growth) including real strategic measures, and the drafting of a strategy map, which is a single page picture of the strategy. Vendor shall facilitate the development of a plan of action and communication throughout the organization, including how each member of the organization relates to the strategy. In addition, vendor shall assist in developing a methodology to monitor progress and manage the strategy.
Expected Outcomes:
· To develop a strategy that is measureable, manageable and focused on results;
· To align the strategy to the organization’s vision, mission and values;
· To enhance awareness of each other’s area of responsibility
· To increase understanding of the “fit” of each part with the other parts of the organization;
· To create cohesion among the team members towards strategy accomplishment;
· To reduce defensiveness of the participants;
· To reduce rigidities of the team members;
· To increase choices available to the team;
· To increase openness of team members;
· To increase understanding of systems thinking applied to organizations;
· To assign responsibility for strategy accomplishment to specific individuals;
· To foster empathy and support for each member of the team;
· To increase team compatibility.
Retreats, Team Building, and Mentoring
Retreats and team-building workshops shall be designed to provide opportunities for work teams and cross functional collaborative teams to go off site to work on communications and creative thinking and to identify and address work issues, goals and objectives and the team’s overall mission. It also is an opportunity to build skills, address group tensions, and plan for the future. Retreats shall be customized by the sponsoring organization, working with vendor to define goals and objectives. Depending on the needs of the work group, retreats can be aimed at general team building or specific topics, such as building a high performance work team, increasing diversity and inclusion, and learning to embrace differences, such as intergenerational differences.
Expected Outcomes:
· To develop high performance work teams, leadership and mentoring teams;
· To develop individual and teams that have a better understanding of their differences and see them as an opportunity to imagine the possible;
· To enhance awareness of each other;
· To increase understanding of the “fit” of each part with the other parts of the organization;
· To create cohesion among the team members towards daily and future operations;
· To reduce defensiveness of the participants;
· To reduce rigidities of the team members;
· To increase choices available to the team;
· To increase openness of team members;
· To increase understanding of systems thinking applied to organizations and its people;
· To foster empathy and support for each member of the team;
· To increase team compatibility and thus productivity.
Performance Work Requirements
· Services shall be provided during regular business hours, Mondays through Fridays.
· Vendors shall be required to provide all course material for the program.
· OM requires that course cancellation deadlines be set at no more than 2 weeks prior to the start date of the course without penalty to the Government. Vendor quotes with longer cancellation deadline requirements may be excluded from further consideration.
· In order to qualify, vendors must be registered in SAM.gov
· Vendors are not authorized to distribute materials, supplies, or other items that advertise company information.
· Upon completion of each task, if an OM staff member is not in attendance, the attendance roster, class or session evaluations, and test results (if any) must be submitted at the end of the course to the OM.
· An invoice identifying the task order number, service description, date, and total fee should be submitted to OM within 10 working days after the successful completion of each class.
· The option to modify the existing contract to provide relevant training, facilitation, and team building support to improve the work climate shall be considered within scope of this Performance Work Statement. In this case, the additional session(s) related to contract topics will also be driven by one or more task orders that outline specific session requirements.
· OM may issue a task order for services described in this solicitation on behalf of any office within the Department.
· All Department Information Technology are subject to review for compliance with established Departmental policy, guidelines and directives, to include Federal Information Security Management Act (FISMA) and Section 508 of the Rehabilitation Act. Section 508 compliance testing is required for all Department of Education software procurements. Additional review and testing may be required based on intended use.
Period of Performance
Period of performance will be for a 12-month Base Period, with three (3) 12-month Option Periods.
Place of Performance
Services shall be provided at the Department's Headquarters in Washington DC or in one or more or the Department’s regional offices, as needed. Classes may also include Video Teleconferencing (VTC) from a central location out to multiple regional locations (The Department will provide VTC capability). Classes in regional offices will be via VTC, unless specifically requested in person. If performed in person, the Department will work with the vendor to agree to a contract modification to cover appropriate costs of travel.
Government Furnished Property
OM will provide a training room, flip charts, markers, student name tents, instructor’s computer and projection system for each task. OM will provide VTC capability as necessary.
