Added: Mar 16, 2011 11:15 am ADDED DESCRIPTION NOTICE IN FEDBIZOPS 16 MARCH 2011. A review of Amendment 0004 in FebBizOps was reviewed prior to the official posting on 15 Mar 11. It was discovered after the notice was posted for solicitation Amendment 0004 that again the system assigned the next sequential amendment (amendment 6) to solicitation Amendment 0004 notice. The first discovered of this action by FedBizOps website was with amendments 4 and 5 when solicitation Amendment 0003 was posted on 4 Mar 2011. Therefore, for clarification purposes only, this notice is to confirm FedBizOps assigned amendment 6 depicts solicitation Amendment 0004 issued on 15 Mar 2011 for documents, "Amend 0004" and "Atch 1, PWS Mar 2011. ADDED DESCRIPTION NOTICE IN FEDBIZOPS 14 MARCH 2011. It was recently discovered that an error occurred when posting solicitation Amendment 0003 in FedBizOps on 4 Mar 2011. This added description is to clarify any possible confusion regarding Amendment 0003 attachments titled, "Amendment 4 and Amendment 5". TO CLARIFY: FedBizOps Amendment 3 depicts solicitation Amendment 0003 issued on Mar 4, 2011; FedBizOps Amendment 4 depicts the solicitation Amendment 0003 as "Attachment 1, Amendment 0003" (the attachment provides responses to additional questions per solicitation Amendment 0002); and FedBizOps Amendment 5 depicts the solicitation Amendment 0003 as "Attachment 2, PWS March 2011".

Request for Proposal (RFP). Non-personal services to include all personnel, supervision, labor, management, transportation, equipment, vehicles, tools, materials, supplies, and other items and services necessary to perform grounds maintenance services at Peterson Air Force Base (PAFB) CO in accordance with the Performance Work Statement. Performance period will be 1 March 2011 through 29 Feb 2012, with four (4) one-year option periods for a total of five (5) years. The North American Industrial Classification System code is 561730. This acquisition will be restricted to HUBZone certified companies. The government contemplates the award of a contract as a result of this solicitation. Solicitations must be downloaded from FedBizOps, website at www.fbo.gov. Solicitations will not be provided in a hard copy format. Offerors will need to request soft copies of base maps and drawings. Scheduled site visit is 28 January 2011.

Added: May 27, 2010 10:27 am PRE-SOLICITATION NOTICE. The 21st Contracting Squadron (21 CONS) will post Solicitation FA2517-09-R-5002, Grounds Maintenance Services for Peterson Air Force Base (PAFB). PAFB is located in the city of Colorado Springs, CO. The contract will be Firm Fixed Price. The NAICS code is 561730 and the size standard is $7M. The contract will include one 12-month base year plus four (4) 12-month options periods. The solicitation will be a HUBZone set-aside. The services to be performed for improved, semi-improved and unimproved grounds shall include: mowing, edging and trimming; pruning; irrigating; irrigation areas; fertilizing and aerating soil; installing new plants; replacing and transplanting trees, shrubs and perennial flowers; tree stump removal; snow and ice removal; supporting emergency and special events; constructing landscape projects and performing unscheduled landscape projects. A complete performance work statement (PWS) will be included in the solicitation. The solicitation will be issued in electronic format and may be downloaded from the FedBizOps website at http://www.fbo.gov/. It will be the responsibility of the contractor to check this website for the issuing and any changes to the solicitation. Estimated solicitation issue date is 2 August 2010. Bids will be accepted from all interested responsible and responsive parties. Estimated award date is 20 December 2010 or sooner. Contractors who provide goods/services to the Department of Defense (DoD) must be registered in the Central Contractors Register (CCR) to be awarded DoD contracts. SOURCES SOUGHT NOTICE: The 21st Contracting Squadron at Peterson Air Force Base (AFB), CO seeks potential sources to perform non-personal services in support of the Base Grounds Maintenance Services contract at Peterson AFB, CO. The government anticipates soliciting for the award of a performance-based, fixed price, indefinite delivery, indefinite quantity contract. We anticipate issuing a RFP for this requirement on or before 1 December 2009. Responsibilities of the contractor include, but are not limited to, providing all personnel, supervision, equipment, tools, transportation, materials, supplies and services, except as specified as Government Furnished, for grounds maintenance service to include snow and ice removal, and build landscape projects as they occur on Peterson AFB. Contractor(s) will be required to provide Automated Computer Aided Drawings (AutoCAD) software capabilities for this contract. The anticipated award is restricted to HUBZone small business certified contractors ONLY. The performance period of this contract shall consist of one base period and four, one year option periods. There is no guarantee that the option periods will be exercised. The North American Industry Classification System (NAICS) of this acquisition is 561730, with a size standard of $7.0M. The anticipated award date is 1 May 2010 or sooner and subject to the availability of funds. Contract award will be based on past-performance, price tradeoff, best value to the Air Force, all factors considered. THIS IS NOT A SOLICITATION. This is a request for information to get industry comments regarding a possible indefinite delivery indefinite quantity (IDIQ) contract type for grounds maintenance services. 21 CONS will post solicitation number FA2517-09-R-5002, Grounds Maintenance Services for Peterson Air Force Base (PAFB). The contract will be Firm Fixed Price. The NAICS code is 561730 and the size standard is $7M. The contract will include one 12-month basic year plus four, one-year option periods (1 February 2010 through 31 January 2015), performed at PAFB. The solicitation will be a HUBZone set-aside. The services to be performed shall include: maintain improved grounds; maintain semi-improved grounds; maintain unimproved grounds; maintain rock and mulch beds, and related areas; maintain surface drainage ditches; perform snow and ice removal; and special requirements such as consultation, special events and landscape projects (as requirements occur). A complete performance work statement will be included in the solicitation.
The solicitation will be issued in electronic format and may be downloaded from the FedBizOps website at http://www.fedbizopps.gov. It will be the responsibility of the contractor to check this website for the issuing and any changes to the solicitation. Estimated solicitation issue date is 22 September 2009. Bids will be accepted from all interested responsible and responsive parties. Estimated award date will be provided in a forthcoming notice in FedBizOps.
