ATTACHMENT 1, AMENDMENT 0003
AMENDMENT 0002 QUESTIONS AND RESPONSES
A. PERFORMANCE WORK STATEMENT (PWS)
1. QUESTION: What frequency does the Toro Sentinel Irrigation System use? We need the correct frequency in order to apply for the FCC license.
RESPONSE: The RFP, 52.212-1 Para C.1.A.(3)(c) and 52.212-2 Para C.1.A.(3)(c) are changed. The Communications Commission Radio State Authorization license is no longer needed prior to award. The frequency will be obtained from the Federal Communications Commission (FCC) and provided to the awardee at the time of award, thus allowing the awardee time to apply for and obtain the license prior to contract start date. Amendment 2 Questions and Answers referencing obtaining the license prior to award is superseded by this answer.
2. QUESTION:
a. Did the Government purchase the extension models for the Torl Sentinel Irrigation System?
RESPONSE: No
b. If purchased, which extension was purchased?
RESPONSE: N/A
3. QUESTION: Who currently has the FCC license for the Toro Sentinel Irrigation System?
RESPONSE: The current contractor has obtained the FCC license.
4. QUESTION: Reference Amendment 2 Question 11: The Toro Sentinel Wireless Vantage Pro 2 System was sold to the Government and installed on government property. An outside contractor does not have the information required to obtain a license to operate it (perhaps other than the incumbent GM contractor). The FCC will only issue a license to operate this system to the Government or its authorized agent and not to any other contractor who wishes to obtain one just so he can submit it in a proposal. The Government would need to provide the necessary information as to the purchase information so every contractor could apply for a license to operate it. Currently, only the incumbent contractor has the information needed to obtain a license. Therefore, all prospective Offerors are unable to meet this requirement if the Government will not release the information. Further, the incumbent contractor is the only one who could be technically acceptable under this solicitation. You are asking potential offerors to provide something, that through exhaustive due diligence could not be obtained, this according to both, Toro and the FCC. The Government’s answer to Question 11 in Amendment 2 demonstrates the Government does not recognize that the offeror’s cannot obtain the license. The system belongs to the Government and the Government holds the information required. By the Government’s action, you are making all potential offerors technically unacceptable except the incumbent contractor.

5. QUESTION: I know it not the Government’s intention to make all potential offerors technically unacceptable except the incumbent contractor,correct?
RESPONSE: Correct
6. QUESTION: Will the government release the required information to all offerors?
RESPONSE: Not needed. The RFP, 52.212-1 Para C.1.A.(3)(c) and 52.212-2 Para C.1.A.(3)(c) are changed. 7. QUESTION: Will the government change the requirement to state that the awardee will be required to apply for and assume maintaining the license after award, not prior to submission of bid?
RESPONSE: Yes, the RFP, 52.212-1 Para C.1.A.(3)(c) and 52.212-2 Para C.1.A.(3)(c) are changed. The Communications Commission Radio State Authorization license is no longer needed prior to award. The frequency will be obtained from the Federal Communications Commission (FCC) and provided to the awardee at the time of award, thus allowing the awardee time to apply for and obtain the license prior to contract start date. 8. QUESTION: Exhibit “b” item (1) what is the model # of the Rainbird 40?
RESPONSE: ESP-40MC. RFP, Exhibit B, Item 1, was updated to reflect the model number.
9. QUESTION: Exhibit “a” item (12) “additional fertilizer “ what are the specifications of the fertilizer to be applied?
RESPONSE: IAW the PWS, para 1.1.7, the contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform a laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass and season.
10. QUESTION: Bid item 0025 “prune perennials” states:” max quantity 12 months”, how many perennials are to be pruned per year?
RESPONSE: Reference PWS, Appendix A, Item 1.1.10, Prune Perennials, which states 5,000 each.
11. QUESTION: 4.13. States contractor shall obtain permits (ref.) appendix ‘a’ states estimated quantity of 110 permits are required. Under which item are you to price the cost of obtaining these 110 permits?
RESPONSE: The procedure for obtaining a dig permit is internal to PAFB. There is no additional cost to the contractor. If the contractor is accomplishing a task/job, then the contractor will initiate a dig permit request through 21 CES customer service. 21 CES customer service will process the request and return the approved document to the contractor.
In reference to the PWS, Appendix A, Para 4.13, the estimated quantity is for the contractor to mark irrigation lines for any construction on PAFB. The cost for accomplishing this task should be included in CLIN 0003, Maintain Irrigation Systems and all subsequent years.
12. QUESTION: 1.7.4. Emergency and special events: states that mowing, edging, pruning, etc. may be required. There is no quantity stated. This could be $ 5.00 or $50,000.00.
RESPONSE: This CLIN is asking for an hourly rate for one employee to be set to accomplish both tasks. An emergency and special event is mainly separated by the response time. An emergency will require quick response where as a special event the government will usually have knowledge and therefore so will the contractor. Special events are more likely on PAFB. An example of a special event could be a ceremony at a facility/field, and the government requires service in addition to day-to-day operations. Basically, the area will be gone over to make sure it is presentable for the occasion. In both occasions, the requirements generally do not exceed one day’s work.
13. QUESTION: will the government quantify the amount of effort required for each event? i.e. what type of equipment will be needed or how many man hours/ or type of man hours will be required? Please quantify/clarify RESPONSE: This is a Performance Based Contract. The government states the result of the tasks and the contractor develops their methodology to accomplish the tasks.
14. QUESTION: 1.1.3. Trim: is the use of a 3” band of non-selective herbicide around all obstacles consistent with the PWS and within the Government’s desired expectations?
RESPONSE: No, IAW the PWS Para 1.1.3, Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.
15. QUESTION: 1. Description of services: please fully explain what the statement “providing customer support” is mean to be?
RESPONSE: Providing customer support is to accomplish the tasks required within the scope of the PWS, to include Appendix A estimated workload.
16. Reference, 1.7.4. Emergency and special events:
a. QUESTION: Will the work under this item be for normal duty hours?
RESPONSE: It is the government’s intent for this task to be accomplished during normal duty hours.
b. QUESTION: Should the contractor allow for overtime hours?
RESPONSE: No, it is the government’s intent for this task to be accomplished during normal duty hours. Overtime hours will be approved by the QAE IAW the PWS, Para 4.6.
c. QUESTION: What is the amount of overtime hours to be used for this item?
RESPONSE: N/A for PWS, Para 1.7.4
17. QUESTION: Attachment 5 Staffing: Is the contractor to only provide the “minimum personnel staffing plan” the government provided? Or is the contractor to provide all services necessary to meet the PWS and the contractual requirements?
RESPONSE: RFP, Attachment 5, Staffing Plan, has a minimum list of personnel to effectively manage the grounds maintenance contract for PAFB. Each offeror should reflect their determination of personnel necessary to meet the PWS requirements.
18. Attachment 5 Staffing:
a. QUESTION: Will the government provide work and funding to support the governments “minimum staffing plan “when there is no work to be performed for any or all 22 full time positions?
RESPONSE: This is an IDIQ contract IAW RFP, CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE, located immediately after CLIN 0035, the government is obligated to meet the minimum requirement of $500,000.00.
b. QUESTION: Will the contractor be held to this” minimum staffing plan” when there is a lack of funding or a temporary base closure beyond to contractor control?
RESPONSE: The government will require taskings per the PWS. The contractor determines the number of personnel and methodology to accomplish the task.
19. QUESTION: Is using a sub-contractor for plumbers, arborists, and pest controllers, acceptable if it meets the PWS timelines and requirements?
RESPONSE: The Prime contractor is responsible for all tasks and all personnel that work under the contract.
20. QUESTION: 1.7.1.9 Warranty: Is the contractor responsible for damage to newly planted material that is beyond his control? (i.e.) damage by others and/or storms, etc.
RESPONSE: If any contractor damages the area, that contractor will be responsible for repairing it. If the government damages the area, a work order will be issued accordingly. The warranty will be utilized for all other circumstances.
21. QUESTION: is the equipment stored at bldg 200 during the site visit only used at PAFB?
RESPONSE: Yes
22. QUESTION: Is any of the equipment stored at bldg 200 used at any other location?
RESPONSE: It is only used for PAFB
23. QUESTION: will/is the contractor allowed to store or maintain equipment at PAFB that is not solely used on base?
RESPONSE: Only equipment used to provide support in performance of the contract should be stored on base.
24. QUESTION: The equipment stored at bldg 200 during the site appears to be well more than required to maintain the 4 acres of snow removal that’s in the appendix “a”. Is the only snow removal in the PWS the same as the 217,800 sf that’s in appendix”A”?
RESPONSE: Yes
25. QUESTION: is the manual irrigation systems shown during the site visit allowed to be left on the grounds during the winter months?
RESPONSE: PAFB does not currently have any manual irrigation systems left on the grounds. It is possible, you are referring to the manual watering systems in the housing area, which is not part of the PWS.
26. QUESTION: are rock areas within the unimproved and semi-improved areas to be mowed or herbicided?
RESPONSE: All rock beds will be maintained IAW, PWS Para 1.4.1, and Appendix B.
27. QUESTION: are the sand play areas shown during the site visit in the child development centers play yard to be maintained?
RESPONSE: All sand beds will be maintained IAW, PWS, Appendix D, Item 18 and Appendix B, which identifies locations.
28. QUESTION: During the site visit it was noted that many of the trees had old tree rings that appeared to be mulched at one time but are now overgrown with grass. Are these areas to be mowed or maintained as mulched areas?
RESPONSE: All mulch beds need to be maintained IAW the PWS, Para 1.4.
28. It was noted during the site visit that many vehicles were parked in lawn and/or dirt areas.
a. QUESTION: are these areas to be maintained as lawns and mowed?
RESPONSE: All areas are identified in the PWS, Appendix B, Maps, which are identified by land coverings/description.
b. QUESTION: Are these areas not required to be maintained?
RESPONSE: All areas that require maintenance are identified in the PWS, Appendix B, Maps, which are identified by land coverings/description.
c. QUESTION: Who is responsible for damage to vehicles parked in lawn areas?
RESPONSE: The party causing the damage.
29. QUESTION: During the site visit it was noted that there where dirt paths in the lawn areas due to pedestrian traffic. Is the contractor required to repair and maintain the dirt paths in lawn areas?
RESPONSE: All areas that require maintenance are identified in the PWS, Appendix B, Maps, which are identified by land coverings/description.
30. During the site visit it was noted that many lawn areas where damaged due to vehicles and equipment on driving on them.
a. QUESTION: is the contractor responsible for damage to lawns by others driving on them?
RESPONSE: If any contractor damages the area, that contractor will be responsible for repairing it. If the government damages the area, a work order will be issued accordingly.
b. QUESTION: If so, how will the contractor be reimbursed?
RESPONSE: N/A
c. QUESTION: And, what is the amount of area the contractor should estimate for repairs?
RESPONSE: N/A
31. QUESTION: 1.1.2 EDGE references edging and crack grass in improved grounds. Is the contractor responsible for crack grass outside of the 92 acres of improved grounds?
RESPONSE: Yes, IAW PWS Para, 1.2 for the airfield and Appendix D, Item 41 and IAW the PWS, Para 1.1.8 and Appendix A, Item 1.1.8. Both areas have been changed to reflect the estimated quantities.
32. In appendix “a” there is no estimated work load for crack grass.
a. QUESTION: Is the contractor responsible for any other areas for crack grass? If so, what is the workload amount?
RESPONSE: Yes, IAW the PWS, Para 1.1.8 and Appendix A, Item 1.1.8. Both areas have been changed to reflect the estimated quantities.
b. is the computer system in bldg 200 used for irrigation systems supplied by the government? i.e. supplied as GFE? Please explain fully
RESPONSE: Yes, the government will provide the computer.
B. REQUEST FOR PROPOSAL (RFP)
1. QUESTION: Attachment 5 Staffing: does the government realize that based on the wage determination for this solicitation it provided for the “minimum staffing plan” , that the base year total wages with fringe benefits is more than $1,100.000.00 in wages alone?
RESPONSE: RFP, Attachment 5, Staffing Plan, has a minimum list of personnel to effectively manage the grounds maintenance contract for PAFB. Each offeror should reflect their determination of personnel necessary to meet the PWS requirements and figure their wages independently.
