The scope of work encompasses slide repairs, drainage improvements, aggregate resurfacing, bridge scour repairs, stream bank revetment, and miscellaneous related work across five sites: Punch and Judy, Little Stony, Blackhorse, Dry Run, and Hussy Mountain. Bidders must be qualified construction contractors capable of managing complex forest service infrastructure projects and must maintain active Federal Government contracts registration in the System for Award Management (SAM). The solicitation will be awarded based on sealed bids submitted in response to the Invitation for Bid (IFB), with evaluation focused on the technical qualifications of bidders as demonstrated through the Bidders Qualifications Form and the competitive pricing of bids. The bid opening occurred on April 28, 2026, at 2:00 p.m. in Ashburn, Virginia, with eight bidders submitting proposals.
This solicitation was issued with no set-aside designations and represents a new procurement opportunity with no identified incumbent contractor. The total project cost is estimated between $5,000,000 and $10,000,000, with the low bid received at $5,067,150.00 from JWM Enterprises, LLC, consisting of five separate schedules with performance periods ranging from 79 to 652 calendar days depending on individual schedule or combined award. The project will be divided into multiple work schedules and contract options, allowing for phased or full project award. Work is located across Bedford, Scott, Tazewell, and Wythe Counties in Virginia, requiring contractors to manage geographically dispersed sites involving complex slope stability, drainage, and bridge repair work. Prime contractors will be required to develop and implement a subcontracting plan with goals for small business utilization across multiple business categories including service-disabled veteran-owned small business, HUBZone, and women-owned small business concerns.
