About this file

This is a Road Bridge Inspection Report for the Francis Mill Creek Bridge, a structure in the George Washington & Jefferson National Forests (Route 14, Milepost 5.2600, Structure No. 080814000003217) located in Wythe County, Virginia. The routine inspection was conducted on September 17, 2024, by inspection team leader David Rasmussen and team members J. Chrysostom and M. Prosser for the USDA Forest Service, Region 8.

The bridge, built in 1935, is a 1-lane, 2-way traffic structure with a 20-foot overall length, 15.90-foot deck width, and 19.20-foot maximum span. It features a concrete reinforced slab deck and precast panel wearing surface over concrete reinforced girders, supported by two concrete reinforced wall abutments. The bridge carries minimal traffic (ADT of 10) and is posted at or above legal loads with an HS20-44 design load rating. Key findings indicate fair to poor condition ratings across categories: Deck (6), Superstructure (6), and Substructure (4). Critical issues identified include poor quality concrete at both abutments, a scour hole with approximately 1-foot undermining of the far abutment, standing water and abrasion on the deck, and potholing on approaches. The structure evaluation rating is 4, waterway adequacy is 6, and the scour critical bridges rating is 4. Recommended work items include routine bridge inspection every 24 months, repair of footing undermining using grout bags, deck cleaning (260 SF), approach surfacing and pothole repair, brush clearing, and bridge railing upgrade to curbs only (40 LF). The inspection cost was $0.00, with a 30-month structure life remaining. Load rating data from 2019 shows safe posting capacities for various vehicle types, including Type 3 (32 tons), Type 3S2 (50 tons), and Type 3-3 (62 tons).
