About this opportunity
The Department of Agriculture Forest Service Region 6 (Pacific Northwest Region) is seeking to procure approximately 2 million containerized seedlings for the J. Herbert Stone Nursery in Oregon. The solicitation requires a vendor to grow two crop deliveries: 700,000 Q-Plug seedlings in spring 2025 and 1.3 million Q-Plug seedlings in summer 2025, with primary species being Douglas-Fir and Ponderosa Pine. Vendors must have a growing facility located within 300 miles of the nursery and will be evaluated based on pricing and past performance/experience. Quotes are due by January 7, 2025, at 1:00 PM PST, with offerors required to submit a technical proposal outlining production methods and maintain detailed records throughout the growing period. The evaluation will consider the contractor's ability to successfully produce and deliver the specified seedlings according to the government's requirements.
This is a total small business set-aside contract under NAICS code 113210 with a size standard of $20.5 million. The government will provide seeds, Hortiblock 200's filled with growing media, and handle transportation of finished seedlings, while the contractor is responsible for growing and maintaining the seedlings. The contract covers two distinct line items for spring and summer crop deliveries, with specific deadlines of April 26, 2025, for the spring crop and September 22, 2025, for the summer crop. Contractors must comply with the attached Wage Determination (No. 1977-0079), which establishes minimum wage rates and fringe benefits for various forestry occupations. The place of performance is the J. Herbert Stone Nursery in Central Point, Oregon, with the growing facility located within 300 miles of this site. Although no specific award value is mentioned, the contract involves producing millions of seedlings across two growing seasons.
