About this file
This is a Request for Quotes (RFQ) issued by the USDA Forest Service for the supply of approximately 2 million containerized seedlings to be grown at a contractor's facility and later transplanted at the J. Herbert Stone Nursery in Central Point, Oregon. The RFQ (Solicitation #1240BK25Q0009) requires two crop deliveries: a spring 2025 crop of 700,000 Q-Plug seedlings due by April 26, 2025, and a summer 2025 crop of 1.3 million Q-Plug seedlings due by September 22, 2025. The primary species will be Douglas-Fir and Ponderosa Pine, along with other conifer species.
The contractor's growing facility must be located within 300 miles of the J. Herbert Stone Nursery. The government will provide seeds, Hortiblock 200's filled with growing media, and handle transportation of finished seedlings. Quotes are due by January 7, 2025, at 1300 PST to eric.oldenkamp@usda.gov. This is an unrestricted competition with a NAICS code of 113210 and size standard of $20.5M. Evaluation factors include pricing and past experience/performance. The contractor must provide a technical proposal outlining production methods, calculate seed requirements, maintain detailed records, and submit progress reports throughout the growing period.
