About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking to establish one or more Blanket Purchase Agreements (BPAs) for fuel delivery services at the Mount Weather Emergency Operations Center in Bluemont, Virginia. The solicitation seeks contractors capable of providing various fuel types, including Regular Unleaded Gasohol, Winter and Summer Blend Ultra Low Sulfur Diesel, Red-Dyed #2 Grade Ultra Low Sulfur Diesel, and Jet A Turbine Fuel. Potential offerors must be located within a 50-mile radius of the facility and have delivery personnel capable of passing a National Crime Information Center (NCIC) investigation. The evaluation will consider factors such as active SAM registration, current pricing documentation, and past performance. Proposals are due by March 26, 2025, at 12:00 PM ET, with questions accepted until March 25, 2025.
The contract is set aside exclusively for small businesses in the Petroleum and Petroleum Products Merchant Wholesalers NAICS category, with a size standard of 200 employees. Contractors are not required to provide all fuel types but must offer at least one. The BPA will have a two-year performance period with a potential six-month extension, allowing FEMA to place individual "calls" for fuel as needed. The total estimated individual call order limit is $4 million, with no single call order exceeding $4.95 million. Delivery personnel must undergo rigorous security checks, including NCIC records checks, fingerprinting, and U.S. citizenship verification. The place of performance is the Mount Weather Emergency Operations Center located in Bluemont, Virginia, with an expected contract start in Spring 2025.
