About this opportunity

The U.S. Army Corps of Engineers New England District is seeking a contractor to replace three windows and two doors at a utility building located at the Cape Cod Canal in Bourne, Massachusetts. The project involves complex demolition and installation work, as existing doors and windows contain hazardous materials including asbestos-containing materials, lead-based paint, and polychlorinated biphenyls that require specialized handling and disposal under federal, state, and local regulations. Contractors must retain a qualified Industrial Hygienist to plan the work and provide onsite monitoring during demolition activities, and must either be or retain a manufacturer-authorized installer for the new doors and windows. The new doors must be fabricated from commercial grade galvannealed steel with insulated door lites and security wire, while windows must be aluminum double hung type meeting Hurricane Windborne Debris Impact Resistance testing for large missiles. Quotes are due by August 29, 2025, and contractors must maintain active registration in SAM.gov to be considered for this firm fixed-price construction contract with a 270-day performance period.

This procurement is set aside exclusively for small businesses under NAICS code 238350 (Finish Carpentry Contractors) with a size standard of $19 million in annual receipts. The estimated contract value ranges between $25,000 and $100,000, making this a relatively modest construction project despite its technical complexity. A site visit was conducted on August 25, 2025, with Window Depot listed as one of the attendees according to the posted amendment. The work will be performed at the Railroad Bridge Generator Building at Cape Cod Canal in Bourne, Massachusetts, with specific replacement requirements including a double door on the west side, a single door and window on the south side, and two windows on the east side. The contractor will have 270 days from the Notice to Proceed to complete all demolition, hazardous material disposal, and installation activities in accordance with the detailed architectural specifications provided in the solicitation documents.
