Asbestos Conclusion:
The interior window glazing, Transite ceiling panels, interior and exterior door caulking, exterior window caulking, and exterior door caulking were found to be positive for asbestos content. The double door window glazing was found to be less than 1% asbestos containing. The Massachusetts Department of Environmental Protection (MassDEP) considers any amount of asbestos within a building material to be an asbestos containing waste material (ACWM). Removal of asbestos containing materials (ACM) and ACWM will require notification and will need to be removed by an accredited Massachusetts asbestos abatement contractor if the material is to be impacted in any way.
All other materials were found to be none detected for asbestos content. Any suspect materials not sampled within this report should be tested before being impacted.
Once abated, a visual inspection and clearance air sampling is required to reoccupy the building. The inspection and air sampling must be performed by a Massachusetts licensed Project Monitor and samples must be analyzed by a Massachusetts licensed asbestos air laboratory.
The owner/operator of the facility or facility component shall maintain a copy of the written asbestos sampling report available at the facility for review by or submittal to the MassDEP upon request at all times and shall preserve and maintain such report at the facility for at least two years following the completion of any asbestos abatement activities. If the facility is unstaffed, or in the event that the facility is demolished, the owner/operator shall preserve and maintain the written asbestos survey report at its regular place of business.
Lead Paint Chip Sampling Report:
Paint chip samples were collected from the Railroad Bridge Generator Building to establish the lead concentration of painted surfaces that may be impacted. The lead paint chip samples were analyzed utilizing EPA test method SW846/3050B/7000B. The results can be found in the chart on the following page. Please refer to Attachment 3 for the laboratory results.

Lead Paint Chip Conclusion:
Including worker protection, disposal, and childhood lead poisoning prevention, several factors may apply when considering a lead hazard.
The State of Massachusetts Childhood Lead Poisoning Prevention Program (CLPPP) and the United States Department of Housing and Urban Development (HUD) considers a dried paint with a lead level of 5,000 parts per million to be lead containing. All surfaces sampled were found to be below the HUD standard. Please follow the recommendations below for handling of these painted items.
ECM recommends utilizing Occupational Safety and Health Administration (OSHA) standards when impacting the lead based paint. OSHA’s lead in construction standard applies to all construction, modification, or repair where workers may be exposed to lead. OSHA's Lead Standard for the Construction Industry, Title 29 Code of Federal Regulations 1926.62, establishes maximum limits of exposure to lead for all workers. The permissible exposure limit (PEL) sets the maximum worker exposure to lead at 50 micrograms per cubic meter (µg/m3) of air averaged over an eight-hour period.
The action level (AL), regardless of respirator use, is an airborne concentration of 30 µg/m3 averaged over an eight-hour period. The AL is the level at which an employer must begin specific compliance activities.
In addition, Per the MA Department of Labor and Standards requires all contractors be licensed as a Lead Safe Renovation Contractor and have at least one certified Lead Safe Renovation Supervisor on the job site at all times when disturbing painted surfaces on pre-1978 housing and child occupied facilities.
Until an exposure assessment is performed, and documentation showing that workers are not exposed above the PEL, OSHA requires that personal protective equipment (PPE) must be utilized.
Prior to disposal, construction waste suspected to contain lead must undergo Toxic Characteristic Leaching Procedure (TCLP) sampling for lead. The EPA specifies that waste containing greater than
5.0 mg/l of lead be disposed of as lead waste.

PCB Report :
ECM collected suspect PCB materials that may require special handling/disposal. The samples were analyzed utilizing EPA method 8082A. The chart below represents the PCB samples collected from the Railroad Bridge Generator Building. Analytical results can be found in Attachment 4.
Railroad Bridge Generator Building – PCB Sample Results WO# 3I11024
Sample ID Description Compound Result
(1 ug/kg = 0.001 ppm)
1 Window Glazing Aroclor-1254 580 ug/kg = 0.58 ppm
Aroclor-1260 434 ug/kg = 0.43 ppm
2 Window Caulking – None Detected
3 Door Caulking – None Detected
PCB Conclusion:
Materials less than 50 ppm are determined to be non-PCB waste in accordance with 40 CFR 761.3.
Sample 1 was found to be 1.1 ppm, and Samples 2 and 3 were found to none detected.
When dealing with PCB waste, site preparation and controls should established and implemented within a work plan prior to removal activities. Removal activities will need to be conducted under a performance-based disposal plan in accordance with 40 CFR 761.62(a). Performance based PCB removal may not require EPA notification.
Limitations:
Environmental Consulting and Management cannot be held responsible for the identification of materials that are hidden, concealed or otherwise inaccessible. Components that could affect building operation and endanger the safety of the inspector such as active mechanical or electrical systems were not scrutinized during this inspection unless otherwise noted. Any suspect materials not sampled and tested for the presence of asbestos must be handled and disposed of as if it were unless analytical data can prove otherwise.
