About this opportunity

The U.S. Army Corps of Engineers - New England District is seeking contractors to replace three windows and two doors at a utility building located at the Cape Cod Canal in Bourne, Massachusetts. The work requires demolition of existing doors, door frames, and windows that contain hazardous materials including Asbestos-Containing Materials (ACM), Lead-Based Paint (LBP), and Polychlorinated Biphenyls (PCBs), necessitating special handling and disposal procedures. Contractors must retain a qualified Industrial Hygienist to plan the work and provide onsite monitoring during demolition activities, and must either be or retain a manufacturer authorized installer for the door and window installation. New doors must be fabricated from commercial grade galvannealed steel with insulated door lites and security wire, while new windows must be aluminum double hung type meeting Hurricane Windborne Debris Impact Resistance testing for large missiles. The solicitation requirements and contract documents will be available between August 6-12, 2025, with questions only accepted after the solicitation is posted.

This procurement is set aside exclusively for small business vendors under NAICS code 238350 with a size standard of $19 million in annual receipts. The estimated contract value ranges between $25,000 and $100,000, reflecting the relatively modest scope of replacing three windows and two doors. All vendors must maintain an active registration in SAM.gov at the time of submission, as any contractor without active registration will be automatically rejected as non-responsive. The work involves comprehensive demolition and replacement activities that require specialized expertise in hazardous material handling and hurricane-resistant construction standards. Contractors must furnish all equipment, tools, materials, services, and labor necessary to complete the project in accordance with federal, state, and local regulations governing hazardous material disposal.
