About this file
This is a Request for Quotation (RFQ) issued by the U.S. Army Corps of Engineers New England District for replacing doors and windows at the Railroad Bridge Generator Building located at Cape Cod Canal in Bourne, Massachusetts. The project involves replacing three windows and two doors of a utility building, with specific requirements for the new windows and doors, including hurricane impact resistance, security features, and compliance with various federal standards.
The contract is a firm fixed-price construction project with a 270-day performance period, scheduled to begin after Notice to Proceed. The solicitation includes complex environmental considerations, as the existing windows and doors contain hazardous materials like asbestos, lead-based paint, and polychlorinated biphenyls (PCBs) that require specialized handling and disposal. An Industrial Hygienist must monitor the demolition and abatement activities. The estimated contract value is between $25,000 and $100,000, and contractors must be registered in the System for Award Management (SAM) to submit a quote. Quotes are due by August 29, 2025, with a site visit scheduled for August 25, 2025.

Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as "RAMs"), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures -this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

Actual costs will be used to determine equipment costs for a settlement proposal submitted on the total cost basis under Federal Acquisition Regulation (FAR) 49.206-2(b). In evaluating a termination settlement proposal using total cost basis, the following principles will be applied to determine allowable equipment costs.
(a) Actual costs for each piece of equipment, or groups of similar serial or series equipment, need not be available in the contractor's accounting records to determine total actual equipment costs.
(b) If equipment costs have been allocated to a contract using predetermined rates, those charges will be adjusted to actual costs.
(c) Recorded job costs adjusted for unallowable expenses will be used to determine equipment operating expenses.
(d) Ownership costs (depreciation) will be determined using the contractor's depreciation schedule (subject to the provisions of Federal Acquisition Regulation (FAR) 31.205-11).
(e) License, taxes, storage and insurance costs are normally recovered as an indirect expense and unless the contractor charges these costs directly to contracts, they will be recovered through the indirect expense rate.
