About this opportunity

The Naval Facilities Engineering Command seeks sealed bids for the purchase and removal of timber located on Marine Corps Base Camp Lejeune, North Carolina, in a pay-as-cut timber sale contract. This solicitation (N40085-26-RP-00037) is structured as a firm-fixed unit price contract where bidders must submit unit prices that meet or exceed government estimates across seven timber classifications including pine saw timber, chip and saw, pulpwood, hardwood saw timber, and hardwood pulpwood. The contract requires a $25,000 bid deposit and performance bond prior to cutting commencement, with timber payment calculated by multiplying mill weight tickets by the awarded unit prices as harvesting progresses. Evaluation will be based on the highest grand total bid, with any bid falling below the government's estimated unit price for any product category resulting in automatic rejection of the entire offer. The original bid opening date of January 8, 2026, was amended to January 15, 2026, at 2:00 PM local time, with bids to be submitted at Building 1107, Trailer 1107A, located at the corner of Michael Road and Birch Street on Camp Lejeune.

This procurement includes no set-aside designations and involves no identified incumbent contractors. Estimated timber volumes total approximately 37,000 tons across all classifications, ranging from 1,000 to 10,000 tons per product type, though actual harvest quantities may vary significantly based on the number of projects executed during the contract period. The contract completion deadline is December 31, 2027, allowing purchasers 21 days from project offer to begin harvesting, with projects exceeding 1,000 tons of merchantable timber being mandatory to harvest while smaller projects are discretionary. The place of performance is Marine Corps Base Camp Lejeune, North Carolina, where bidders must comply with extensive environmental protections, endangered species habitat restrictions, stream management zones, and installation-specific logging and equipment guidelines. The point of contact is Mark Moran, OICC at MCI East, reachable at mark.j.moran.civ@us.navy.mil or 757-341-0697, with bids remaining valid for 60 calendar days following the bid opening.
