About this opportunity
The Naval Facilities Engineering Command is soliciting sealed bids for the purchase and removal of timber located at Marine Corps Base Camp Lejeune, North Carolina under contract number N40085-26-RP-00037. This is a pay-as-cut timber sale on a firm-fixed unit price basis, designed to expedite timber harvesting for construction projects and silvicultural work. Bidders must submit unit prices for eight timber product classifications including pine saw timber, pine chip and saw (large and small), pine pulpwood, hardwood saw timber, hardwood pulpwood, and pine and hardwood chip. A critical evaluation requirement stipulates that any bidder whose unit price for a single product is less than the government estimate will have their entire bid rejected, regardless of overall competitiveness. Sealed bids must be received by 1:30 PM local time on February 24, 2026, at Building 1107 on Camp Lejeune, where bids will be publicly opened and read aloud by the Naval Facilities Engineering Command Real Estate Contracting Officer.
This solicitation includes no set-aside designation and is not identified with any current incumbent contractor. The estimated timber volumes total approximately 35,000 tons across all product categories, though actual quantities may vary significantly based on the number of projects harvested during the contract period. All harvesting work must be completed by December 31, 2027, with possible extensions granted for military training interruptions or excessively wet soil conditions. Bidders must provide a $25,000 bid deposit, demonstrate proof of a $25,000 performance bond valid for two years, and maintain comprehensive insurance coverage including $500,000 general liability and $200,000 per person/$500,000 per occurrence automobile liability. Performance is located at Marine Corps Base Camp Lejeune, North Carolina, and bidders must comply with extensive specifications including environmental protection standards, red-cockaded woodpecker habitat protection, Best Management Practices for stream and soil protection, and the requirement to employ a Site Safety and Health Officer with state logging certification on-site at all times.
