About this opportunity

The Naval Facilities Engineering Command is soliciting sealed bids for the purchase and removal of timber located at Marine Corps Base Camp Lejeune, North Carolina under solicitation number N40085-26-RP-00035. This pay-as-cut timber sale is structured as a firm-fixed unit price contract designed to expedite timber harvest for construction projects and silvicultural work. Bidders must submit unit prices for multiple timber classifications including Pine Grade, Pine Saw Timber, Pine Chip and Saw, Pine Pulpwood, Hardwood Saw Timber, Hardwood Pulpwood, and Pine and Hardwood Chip, with estimated total volumes ranging from 1,000 to 10,000 tons per category. Evaluation will be based on unit pricing, with all bids required to meet or exceed the government's estimated unit prices for each product category, and any bid falling below the estimate for any single product will result in automatic rejection of the entire bid. The original bid opening date of January 8, 2026 was extended to January 15, 2026 at 2:00 PM local time, with bids to be submitted to Building 1107 Trailer 1107A located at the corner of Michael Road and Birch Street.

This solicitation includes no set-aside designation and does not identify any incumbent contractors. The contract does not specify an award value but operates on a pay-as-cut basis whereby the successful bidder pays only for timber actually harvested, with payment calculated by multiplying mill weight tickets by the awarded unit prices. A $25,000 bid deposit and performance bond are required prior to harvesting commencement, and the contract will run through December 31, 2027. Key numerical requirements include that projects containing over 1,000 tons of merchantable timber must be harvested, while projects under 1,000 tons may be harvested at the purchaser's discretion, and the purchaser must begin harvesting within 21 days of being offered a project. The place of performance is Marine Corps Base Camp Lejeune, North Carolina, with bids to be opened at the OICC office at Building 1107, and the contract includes comprehensive environmental protection, safety, and insurance requirements for all timber removal operations.
