About this opportunity
The National Institutes of Health (NIH) Office of Human Subjects Research Protections (OHSRP) has issued a Special Notice of Intent to negotiate a sole-source contract with Valiantys Federal for FedRAMP certified cloud hosting and Atlassian product licensing. The notice, posted on March 4, 2025, with responses due by March 11, 2025, is specifically for procuring cloud infrastructure and application migration services. Valiantys Federal was selected based on its unique qualifications, including being an Atlassian partner since 2002 and the only FedRAMP-authorized partner for these services. The contract is intended to support the NIH Intramural Research Program's Human Research Protection Program by ensuring continuous access to critical collaboration tools. The procurement is being conducted under the statutory authority of 41 U.S.C. 1901(a)(1), which allows for sole-source procurement when only one responsible source can satisfy agency requirements.
The primary objective of this Special Notice is to maintain uninterrupted cloud hosting and application services for NIH's research community, specifically migrating current Atlassian server products to a FedRAMP compliant cloud platform. Contractors interested in responding must submit detailed documentation establishing their capability to fulfill the requirement via email to holleyv@od.nih.gov by 10:00 AM EST on March 11, 2025. The opportunity is set aside for small businesses, with Valiantys Federal positioned as the preferred vendor due to their ability to provide secure access, migrate existing server instances, and offer flexible licensing options. The contract will cover various Atlassian products, including Confluence and JIRA Software, with different user tiers and academic licenses. The period of performance is scheduled from March 21, 2025, to March 20, 2026. While the notice invites potential interested parties to demonstrate their capabilities, the government retains sole discretion in determining whether to compete the proposed requirement. Notably, this is not a Request for Quotation (RFQ) or a competitive solicitation, and no telephone inquiries will be accepted.

- They have been an Atlassian partner since 2002.
- They are Atlassian’s only FedRAMP-authorized partner.
- The ability to provide secure access to Confluence and JIRA to meet the unique needs of the NIH IT security requirements.

- The ability to provide a lower number of licenses than Atlassian can directly provide to accommodate the amount of end user licenses required by NIH.
- A current review of potential vendors does not reveal any new competitors in the marketplace to date.
- OHSRP would like a continuation of service so current business is not interrupted and the NIH Intramural research community can access OHSRP resources as needed for protocol development.
