About this file

This is a Request for Information (RFI) for market research regarding inspection, repair, overhaul, upgrade, and modification services for C-130 NP2000 Propeller depot-level repairable items operated by the United States Air Force (USAF) and United States Navy (USN).

The government seeks to identify potential sources possessing repair data, expertise, capabilities, and experience to meet qualification requirements for 17 specific NP2000 propeller components, including actuator valve modules, propeller hubs and blades, pitch change assemblies, adapters, electronic propeller controls, spinners, pump housings, and electronic valve housings. Contractors must furnish all materials, support equipment, tools, test equipment, and services, with contractor-furnished replacement parts equaling or exceeding original quality. The government notes that required technical data is owned by approved source(s) and is uneconomical to acquire through purchase or reverse engineering. Maintenance work includes teardown, analysis, overhaul, testing, spare parts procurement, package handling, storage, transportation, data collection, and engineering support. Items must be returned to Ready-for-Issue (RFI) condition per C-130 SPO engineering's validated OEM Commercial Maintenance Manuals, and services must include obsolete parts resolution and engineering support for Deficiency Reports and Material Improvement Projects. Responses must be received no later than close of business May 7, 2021, submitted to Justin Crosby, Logistics Management Specialist, C-130 Sustainment Division, 409 SCMS/GUMBB, Robins AFB, Georgia. The RFI includes a Contractor Capability Survey requesting business information (company name, CAGE code, business size classification, small business certifications) and detailed capability questions addressing facility capabilities, previous similar projects, NP2000 propeller experience, classified material handling, production capacity, overhaul processes, configuration management, obsolescence resolution, inventory management, and commerciality factors. Both large and small businesses and joint ventures or teaming arrangements are encouraged to participate.

The USAF is transitioning from the four-bladed propeller to a new eight-blade propeller

(NP2000) propeller design for several of the special mission aircraft operated by the Air

National

Guard and the Air Force Reserve Command. The blades have a Kevlar shell which is more impact resistant than the 54H60 blades. The blades are designed to be removed individually from the hub at the field level eliminating the need to remove the entire propeller assembly is a single blade needs to be replaced. Maintenance to be performed includes teardown, analysis, overhaul, testing and procurement of spare sub-components, package handling, storage, transportation, data collection, engineering support and services. The overhaul and testing of this asset must be approved in accordance with the C-130 SPO engineering’s validated OEM Commercial

Maintenance Manuals for overhaul and repair of NP2000 LRU's; returning the assets to the Air

Force in Ready-for-Issue (RFI) condition while meeting required performance thresholds.

The service shall include providing obsolete parts resolution along with the necessary engineering to investigate Deficiency Reports and Material Improvement Projects (MIPs).

The Government does not own the data or the rights to the data needed to compete the overhaul of these parts. It has been determined to be uneconomical to reverse engineer the data, qualify a new source, or buy the data and/or data rights.
