About this opportunity
The Department of Agriculture Agricultural Research Service seeks to procure a Brunauer–Emmett–Teller Surface Area Analyzer, with quotations due May 1, 2026 at 5:00 PM Eastern Time and questions due May 1, 2026 at 3:00 PM Central Time. This is an unrestricted acquisition with no small business set-aside.
Place of performance is Calverton, Maryland (10300 Baltimore Avenue, Building 001, Room 124, BARC-West, Beltsville, MD 20705). Delivery is required within 120 days of contract award, with a target delivery date of September 1, 2026.
The analyzer must determine micropore volume and mesopore volume through support for micropore volume determination using accepted adsorption models such as t-plot and DR/DA analysis derived from adsorption isotherms. The instrument must include two analysis stations with repeatability of less than 2% across the analysis range, an 8-station degassing accessory with two heating zones, and capability to perform 5-point BET analysis on two samples within 20 minutes. The analyzer will characterize surface area and pore characteristics of soils, minerals, and other materials to support interagency U.S. EPA research and soil health studies in U.S. farming systems.
NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. PSC code is 6640 (Laboratory Equipment and Supplies). This is a firm-fixed-price acquisition under FAR Part 12 for commercial items, with delivery on an F.O.B. Destination basis. Evaluation uses Lowest Price Technically Acceptable methodology under FAR 12.203, assessing price for fair and reasonableness, technical acceptability based on ability to meet all requirements, and past performance rated as acceptable, neutral, or unacceptable. The contract is classified as a rated order under the Defense Priorities and Allocations System per 15 CFR 700. Quotations must remain firm for 90 calendar days from receipt. Contact the contracting officer, Lynn S. Hults, at lynn.hults@usda.gov or 912-464-9723.

Update #3 · Latest ·
This is to procure a Brunauer–Emmett–Teller Surface Area Analyzer.
Please review the attached solicitation and specificaitons documents.
Questions and Answers.
Q:1 Support for micropore volume determination using accepted adsorption models (e.g. t-plot, DR/DA) derived from adsorption isotherms; or A dedicated high-resolution micropore analyzer with specific low-pressure performance requirements (for example defined p/p₀ range, transducer resolution, or minimum measurable pore width).
A:1 Support for micropore volume determination using accepted adsorption models (e.g. t-plot, DR/DA) derived from adsorption isotherms
Q:2 Please confirm whether the requirement is to fully characterize pore size and pore size distribution for the samples (e.g., soil), or if a reported micropore volume would be sufficient?
A:2 The capability to determine the micropore volume and mesopore volume is what we require.
