This is the official solicitation for the Tyndall Air Force AFCEC Operations Support contract, FA4819-16-R-5001.

Tyndall Air Force Base (AFB), Florida, has a requirement for operations support at AFCEC. The contractor shall provide support to all phases of the civil engineer research, development, and acquisition process.  This includes planning and executing programs for acquiring systems, equipment, and technology to fulfill civil engineering needs for in-garrison, expeditionary, and contingency installations and air bases.  The contractor shall provide management and labor support necessary to provide baseline operations support capability for AFCEC, including crosscutting operational functions; maintenance of facilities at TAFB FL and assistance in accomplishing Research Development Test and Evaluation (RDT&E) projects and events.  This includes maintaining the AFCEC Readiness Directorate, Requirements and Acquisition Division (AFCEC/CXA) test ranges and facilities (i.e., Bldg. 1117, facilities in the 9700 area, AFCEC fire research area at Silver Flag, test ranges, and other facilities managed by AFCEC at Tyndall Air Force Base (TAFB), FL; to include occupants assigned to these facilities by AFCEC and/or AFCEC memorandum of agreement.  All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Air Force (AF) standards and policies, instructions, and commercial practices.  The solicitation will result in a firm-fixed priced contract with a base six month period (estimated 27 September 2016 through 26 April 2017) and four (4) one-year option periods extending through 26 April 2021. This acquisition is a 100% set-aside for a competitive 8(a). The NAICS code is 541990 - the size standard is $15 million. The successful contractor to receive this award will be based on the Lowest Price Technically Acceptable proposal and offerors are cautioned to follow the instructions contained in the forthcoming solicitation carefully.  No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of this solicitation package and subsequent modifications. To be eligible for contract award offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website www.sam.gov. Interested contractors are encouraged to submit their contact information by registering as an interested vendor utilizing the Vendor Notification Service link within the Register to Receive Notification function of Fed Biz Ops. No bidder's mailing list will be maintained. The solicitation FA4819-16-R-5001 will contain instructions for submitting offers.
