About this opportunity
The Army Contracting Command - Redstone Arsenal is soliciting innovative solutions to automate and modernize an existing paint conveyor line at Tobyhanna Army Depot, with Phase 1 Solution Briefs due September 16, 2026 at 12:00 PM Central Standard Time. This is a Commercial Solutions Opening (CSO) under DFARS Subpart 212.70, with no set-aside applied, and the Government anticipates awarding a firm-fixed-price contract.
Place of performance is Tobyhanna, Pennsylvania. The Government requires a comprehensive, fully integrated solution consisting of automated spray painting equipment, parts handling systems, a Commercial-Off-The-Shelf open-architecture SCADA control platform (such as Inductive Automation Ignition or AVEVA), an automated paint kitchen with fluid delivery system, and integration with existing conveyor and forced-cure oven equipment. The system must process metallic parts (ferrous and aluminum alloys) up to 48 inches by 40 inches by 12 inches weighing under 100 pounds, suspended from overhead conveyor hooks, and handle six military coating specifications: MIL-DTL-53022, MIL-PRF-23236, MIL-DTL-53039, MIL-PRF-22750, MIL-PRF-24635, and MIL-PRF-85285 with cure temperatures ranging from room temperature to 180 degrees Fahrenheit. The solution must comply with Class I Division 1 Groups C-D electrical safety standards, NFPA 70, NFPA 33, NFPA 30, ANSI/A3 R15.06, UL 508A, and OSHA requirements, operate autonomously without external internet connectivity, and deliver design, installation, validation, systems integration, operator training, and lifecycle support.
Phase 1 evaluation emphasizes technical merit (modularity and COTS SCADA utilization), schedule and integration feasibility, and company viability and support capability. Phase 2 (optional oral presentation) and Phase 3 (Request for Solution Proposal) dates will follow Phase 1 evaluation. Phase 1 submissions must include a one-page Quad Chart and a five-page maximum White Paper with no detailed cost proposals required—only a high-level rough order of magnitude estimate. Nontraditional defense contractors and commercial automation firms are encouraged; prior DoD experience is not mandatory. Teaming with OEM partners and subcontractors is permitted. NAICS 333248; PSC 3695.
