About this file

This is a Questions and Answers (Q&A) document for solicitation PANRSA-26-P-0000 040601 / W9124P-26-S-C001 regarding a Modernized Paint Line in SOD.

The document addresses technical inquiries about modernizing an existing paint conveyor line system. The workload consists of batch processing metallic parts (ferrous and aluminum alloys) with maximum dimensions of 48" L x 40" W x 12" H weighing under 100 lbs, suspended from conveyor hooks. The current system operates two application stations—one for primer and one for topcoat—utilizing two inline manual spray booths connected via a Rapid Flex enclosed overhead conveyor track to an inline forced-cure oven. Existing mechanical drive components include a NORD Universal SI Worm Gear Unit (SK 1SI63), Regal Rexnord General Purpose Motor (0.75 HP, 3-Phase, 230/460V, 1800 RPM), Boston Gear Motor Multiplier (Model FSP-5A), and Rapid Industries Rapid Flex Enclosed Track Overhead Conveyor system. Offerors may propose optimal automation paths and equipment layouts within the existing footprint, with facility drawings and dimensional measurements provided in Attachment 1.

The document includes detailed technical coating specification tables identifying representative military coating lines, approved manufacturers, brand names, part numbers, dry film thickness (DFT) requirements, and cure specifications. Primer coatings include MIL-DTL-53022 (Sherwin Williams, 1.5–2.5 mils, room temperature, 30 minutes) and MIL-PRF-23236 (PPG Amercoat 235, 4–8 mils, 90°F, 2 hours). Topcoat coatings include MIL-DTL-53039 (Hentzen Zenthane, 2–3 mils, 180°F, 45–90 minutes), MIL-PRF-22750 (Hentzen Epoxzen, 1.7–2.3 mils, 90°F, 1–2 hours), MIL-PRF-24635 (PPG PSX700SG, 3–8 mils, 86°F, 4 hours), and MIL-PRF-85285 (Hentzen Zenthane Plus, 1.7–2.3 mils, 90°F, 1–2 hours). The system must support both forced-cure oven operations and room-temperature curing options.

MODERNIZED PAINT LINE IN SOD

PANRSA-26-P-0000 040601 / W9124P-26-S-C001

Q&A

Question 1: Can information regarding the existing paint-line system and mechanical component layout be provided?

Answer 1: Yes. See attached Attachment 1 (Paint Conveyor Line Drawings) and Attachment 3 (Conveyor Line Entry Image). Technical specifications and manufacturer links for the existing mechanical drive components currently operating on the conveyor line include:

• Worm Gear Unit: NORD Universal SI Worm Gear Unit (SK 1SI63)

• Drive Motor: Regal Rexnord General Purpose Motor (0.75 HP, 3-Phase, 230/460V, 1800 RPM, 56C Frame, TEFC, Part 114213-00)

• Planetary Motor Multiplier: Boston Gear Motor Multiplier (Model FSP-5A)

• Conveyor Track System: Rapid Industries Rapid Flex Enclosed Track Overhead Conveyor

Question 2: Can facility drawings showing the current conveyor line and preferred location or path for new automated equipment be provided?

Answer 2: Yes. See Attachment 1 for basic line layouts and approximate dimensional measurements. Offerors may propose optimal automation paths and equipment layouts within this footprint.

Question 3: Can technical data sheets (TDSs) for the coatings to be processed be provided?

Answer 3: Representative military coating lines, approved manufacturers, brand names, part numbers, dry film thickness (DFT) requirements, and cure specifications are detailed in the tables below. Not every manufacturer publishes TDSs online for public access;

offerors are responsible for contacting the listed manufacturers directly to request complete TDS copies if desired.

Question 4: What are the part families/configurations, substrate materials, and required film builds?

Answer 4: Workload consists of batch processing of metallic parts (ferrous and aluminum alloys) hanging from conveyor hooks (see Attachment 2 for hook spacing measurements).

The system must accommodate parts with an approximate maximum physical envelope of 48” L x 40” W x 12” H and weighing under 100 lbs. Required dry film thickness (DFT) builds are detailed in the coating tables below.

Question 5: What are the production throughput requirements and number of application stations?

Answer 5: There are currently two (2) application stations operating within the conveyor line: one (1) for primer application and one (1) for topcoat application.

Question 6: What are the existing spray booth types and system interfaces?

Answer 6: The system currently utilizes two (2) inline manual spray booths connected via the Rapid Flex enclosed overhead conveyor track to an inline forced-cure oven.

Question 7: What are the coating cure temperature and time requirements?

Answer 7: Specific cure parameters are outlined in the tables below. The system must support both forced-cure oven operations and room-temperature curing options for all coatings. Exact cure times and temperatures vary depending on specific project and workload requirements.
