About this opportunity

The Department of Veterans Affairs Network Contracting Office (NCO) 19 has issued a Special Notice announcing its intent to award a sole source contract to Abbott Laboratories, Inc. for specialized ultrasound equipment. The procurement involves the acquisition of a Viewmate Multi Ultrasound System along with two transducers (SP5-1s Phased and L9-3s Linear) for the Rocky Mountain Regional VA Medical Center located in Colorado. This notice is issued in accordance with FAR 13.106-1(b) and falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing with a business size standard of 1,000 employees. The contracting office is located in Greenwood Village, Colorado, and the equipment will be sourced from Abbott Laboratories based in Abbott Park, Illinois. The VA emphasizes that this is not a request for competitive quotes but rather notification of a planned sole source award.

The primary purpose of this procurement is to acquire an ultrasound system that can directly integrate with the EnSite X System's upcoming intracardiac echocardiography feature, making Abbott Laboratories the only authorized distributor capable of meeting this specific requirement. Interested parties who believe they can meet the government's stated needs may submit capability statements by 2:00 PM Mountain Standard Time on September 17, 2025, to jeremy.ferrer@va.gov. Responses must clearly demonstrate the ability to supply the required products and should include relevant documentation such as specifications, cut sheets, brochures, or capability statements. While the government will consider responses from other potential suppliers, the determination whether to compete this requirement remains solely at the government's discretion. The VA explicitly states it will not be responsible for any costs incurred by parties responding to this notice, and the current justification for sole sourcing is based on Abbott's unique position as the manufacturer and sole authorized distributor of the required integrated ultrasound technology.
