About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center seeks establishment of a Blanket Purchase Agreement for 3M 401+ masking tape across four width configurations (1-inch, 2-inch, 3-inch, and 1/2-inch), with proposals due May 8, 2026. The procurement is a total small business set-aside (NAICS 325520, Adhesive Manufacturing) with a maximum contract value of $4.5 million over five years and no minimum purchase requirement. The Government intends to award between three and five BPA holders.

Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma. All tape must comply with SAE AMS-T-21595 (Types 1, 2), feature single-sided natural/synthetic rubber adhesive blend on crepe paper backing, and meet performance standards including adhesive strength of 35–50 oz/in per ASTM D3330, minimum tensile strength of 24 lb/in per ASTM D3759, and minimum elongation of 14% per ASTM D3759. Tape must be rated for high-temperature applications with a minimum surface temperature capability of 249°F for 30 minutes and must be delivered with a minimum of six months shelf life remaining. Estimated annual quantities are identical across all five years: 24,000 units of 1-inch tape and 8,400 units each of 2-inch, 3-inch, and 1/2-inch tape, all 55-meter (60-yard) rolls in green color.

Pricing is the sole evaluation factor, calculated as total evaluated price across all proposed line items. Contractors must submit invoices using Wide Area Workflow (WAWF) per Defense Federal Acquisition Regulation Supplement clause 252.232-7003. The Government will distribute RFQs with a three-business-day response window and will rotate orders among BPA holders with reasonable steps to ensure approximately equal dollar distribution, though the Government reserves the right to issue direct calls or compete calls among multiple holders. Amendment 0001 was posted April 27 answering industry questions; Amendment 0002 was posted April 30 updating the item description attachment.
