About this file

This is a Questions and Answers (Q&A) document from a federal contract opportunity for tape products.

The Government clarified that ASM-T-21595 testing will not be required on every lot, despite acceptance testing requirements in the specification for adhesion to steel, adhesive transfer, elongation, tensile strength, and thickness. However, the Government indicated that if batch quality issues arise, 3M would work collaboratively with the contractor and Government to supply compliant tape meeting quality standards. Regarding volume and timing uncertainty, the Government confirmed it intends to issue a Blanket Purchase Agreement (BPA) rather than a firm contract because hard volume projections and set volumes are not currently available. The Government noted that the Technical Evaluation Panel (TEP) worksheet contains estimated annual values, but these figures may increase or decrease based on workload fluctuations, making the BPA vehicle more appropriate for this requirement.

Question 1: We’re under the assumption that you will require testing to ASM-T-21595 parameters on every lot, is that correct? I know we had completed initial testing through PRI for the qualification test requirements, but I’m also seeing acceptance testing requirements on the spec that show each lot needs to be tested for adhesion to steel, adhesive transfer, elongation, tensile strength, and thickness. Looking to verify that this is required so we can set up new SKUs that incorporate this test at a lot level if needed.

Answer 1: Due to 3M having high quality standards, we won’t require testing with each lot.

However, If something was to be wrong with a batch, we would assume that 3M would work with the contractor and the Government to supply tape that would meet their quality standards.

Question 2: I’ve seen a few projections, but are you able to verify expected volumes and program launch timing?

Answer 2: The Government intends to issue a BPA because we don’t have hard projections or set volumes that we know at this time. The TEP worksheet shows estimated annual values; however, that could increase or decrease due to workload fluctuations.
