Contract Summary: 3M 401+ Masking Tape Blanket Purchase Agreement (BPA)

This document is a Solicitation/Contract/Order for Commercial Products and Commercial Services (SF 1449) establishing a Blanket Purchase Agreement (BPA) for 3M 401+ Masking Tape. The solicitation number is FA81252600053, issued by Tinker Air Force Base (AFSC/FZIM) on April 23, 2026, with an offer due date of May 8, 2026. The BPA has an effective period not to exceed five years with a maximum contract value of $4.5 million and no minimum purchase requirement. The agreement is classified as a small business set-aside (100% for North American Industry Classification Standards code 325520). Delivery shall be made to OC-ALC/OBCB (Commodities Team) at Tinker AFB, Oklahoma, unless otherwise specified in individual calls. All deliveries must include delivery tickets containing minimum information including BPA number, contract number, date of purchase, call number, itemized list of supplies, quantity, unit price, and shipment date. Items must be packaged in accordance with commercial best practice and containers exceeding 150 pounds shall be packaged on skids or palletized for forklift handling, with exterior markings stating "NOT FOR OUTSIDE STORAGE."

Pricing will be evaluated as the sole factor for award, with total evaluated price (TEP) calculated as the sum of all proposed prices for separately priced line items. The Government intends to select between three and five contractors. Request for Quotations (RFQs) will be issued for each requirement with a three-business-day response window unless otherwise specified. Calls will be distributed with the Government taking reasonable steps to ensure approximately equal dollar amounts across BPA holders, though the Government reserves the right to issue direct calls to any holder or compete calls among multiple holders. Contractors must submit invoices using the Wide Area Workflow (WAWF) online application in accordance with Defense Federal Acquisition Regulation Supplement clause 252.232-7003. Key FAR clauses incorporated include provisions on economic price adjustment for standard supplies, limitations on subcontracting, ozone-depleting substances, item unique identification, and representations regarding tax matters and foreign procurement. Special requirements include contractor ID badge compliance per TAFBI 31-101 and restrictions on photography/videography at Tinker AFB. The contract is not using the HUBZone evaluation preference.
