About this file

This is a bid form for a Request for Quote (RFQ) solicitation for the replacement of Precision Approach Path Indicator (PAPI) systems at Vance Air Force Base. The project, designated XTLF 20-1018, requires contractors to provide firm-fixed pricing for six line items: general conditions and project management; new conduit runs with trenching between PAPI pads and handholes including conductor installation and demolition of existing gear in facility F197; new concrete pads and mow strips with excavation and compaction; new Constant Current Regulators, electrical gear, and PAPI fixtures including delivery and installation labor; finish grading and sod installation with establishment watering to achieve 75% stand coverage; and removal of existing PAPI fixtures and conductors after FAA and Vance AFB certification of new systems. The total contract duration shall not exceed 530 calendar days.

Contractors must acknowledge receipt of all addendums and provide their company name, point of contact, address, phone number, and email address on the bid form. All pricing, terms, and proposal conditions must remain valid through September 30, 2026, to align with the anticipated funding schedule. Proposals not honoring the September 30, 2026 acceptance period may be deemed non-responsive. Questions regarding the solicitation must be submitted in writing on the provided Q&A form and emailed to Betty Kliewer no later than May 27, 2026, at 2:00 PM Central Time.
