About this file
This document is a Memorandum for Record regarding the submission of White Papers in response to a Request for Information (RFI) issued by the United States Army Aviation Center of Excellence (USAACE) for the "Flight School Next" (FSN) training program at Fort Novosel, Alabama.
The RFI seeks innovative solutions and methodologies from commercial aviation industry partners and training providers to inform the Army's analysis and development of options to transform the Initial Entry Rotary-Wing (IERW) Flight Training program, including the potential replacement of the current helicopter trainer (Lakota LUH-72). Respondents are asked to provide input on preferred contract types, pricing methodologies, and recommendations for Government Owned, Contractor Operated (GOCO) or Contractor Owned, Contractor Operated (COCO) solutions. MEMORANDUM FOR RECORD
SUBJECT: Submission of WHITE PAPERS due 12/6/2024
The United States Army Aviation Center of Excellence (USAACE) has issued a
Request for Information (RFI) from commercial aviation industry partners and aviation training providers. The “Flight School Next” (FSN) Statement of Objectives
(SOO) was publicized on the System for Award Management (SAM.gov) via a
Special Notice – RFI on 8 October 2024. The US Government (USG) seeks innovative solutions and methodologies that inform the Army’s analysis towards the development of options to transform FSN Training at Fort Novosel, Alabama.
The goal of the RFI/SOO is to explore Courses of Action (COAs) that could reduce costs, gain efficiencies, and maintain or increase aviation training quality. Responses to this RFI shall be in WHITE PAPER format, and will be used to inform analysis, development, and other acquisition activities related to the potential of a Government
Owned (Aircraft), Contractor Operated (GOCO) or a Contractor Owned, Contractor
Operated (COCO) solution. The government is not seeking proprietary information like exact costing, we are seeking general input like preferred contract type and pricing methodology.
This RFI is for informational purposes only; it is not a request for proposals or a solicitation for a contract or grant award. It does not obligate the Government in any way. The Government will not reimburse respondents for any costs associated with responding to this request.
