About this file

This is a Memorandum for Record announcing the posting of Final Q&A responses on SAM.gov for the "Flight School Next" (FSN) Request for Information (RFI) from the Army Contracting Command - Redstone Arsenal. The RFI seeks innovative solutions to transform Army Initial Entry Rotary-Wing Flight Training at Fort Novosel, Alabama, exploring options for Government Owned, Contractor Operated (GOCO) or Contractor Owned, Contractor Operated (COCO) solutions.

The document outlines White Paper submission requirements with specific page limitations: 1 page each for cover page, contact information, and summary; 20 pages each for Aircraft Discussion & Recommendation and Aviation Services Discussion & Recommendation; and 10 pages for Contract Type Discussion & Recommendation. The RFI received 88 questions and aims to reduce costs, improve efficiencies, and maintain/enhance aviation training quality. The government specifically notes they are not seeking exact costing information but rather preferred costing methodologies. Responses were due by December 6, 2024, with Michael Metje serving as the point of contact.

MEMORANDUM FOR RECORD

SUBJECT: FINAL Q&A Posting

The Army Contracting Command – Redstone Arsenal has posted the FINAL Q&A in

SAM.gov in response to United States Army Aviation Center of Excellence

(USAACE) Request for Information (RFI) from commercial aviation industry partners and aviation training providers. There were eighty-eight (88) questions received, and responses provided to all of those that were fitting for the RFI purposes.

The “Flight School Next” (FSN) Statement of Objectives (SOO) was publicized on the System for Award Management (SAM.gov) via a Special Notice – RFI on 8

October 2024. The USG is seeking innovative solutions and methodologies that inform the Army’s analysis towards the development of options to transform FSN

Training at Fort Novosel, Alabama.

Once again, the goal of the RFI/SOO is to explore Courses of Action (COAs) that could reduce costs, gain efficiencies, and maintain or increase aviation training quality. Responses to this RFI shall be in WHITE PAPER format, and will be used to inform analysis, development, and other acquisition activities related to the potential of a Government Owned (Aircraft), Contractor Operated (GOCO) or a Contractor

Owned, Contractor Operated (COCO) solution. The government is not seeking proprietary information like exact costing, rather we are seeking general input like preferred costing methodology.

Please keep in mind, this RFI was for informational purposes only; it was not a request for proposals or a solicitation for a contract or grant award. It does not obligate the Government in any way. The Government will not reimburse respondents for any costs associated with responding to this request.

All White Paper submissions should adhere to the following guidelines:

1. White Paper page limitations.

a. Cover page: 1 page limit

b. Contact information page: 1 page limit

c. Aircraft Discussion & Recommendation: 20-page limit

d. Aviation Services Discussion & Recommendation: 20-page limit

e. Contract Type Discussion & Recommendation: 10-page limit

f. Summary page: 1 page limit

As always, the USAACE and ACC-RSA teams thank you for your continued interest in the FSN project and your participation in improving US Army Aviation.

The point of contact for this action is Michael Metje, 520.647.7642;
