About this file

This document is a Request for Information (RFI) from the U.S. Army Aviation Center of Excellence (USAACE) regarding the potential transformation of the Army's Initial Entry Rotary-Wing (IERW) Flight Training program at Fort Novosel, Alabama. The RFI seeks information from industry partners and aviation training providers on solutions and methodologies to reduce costs, gain efficiencies, and maintain or increase training quality.

The RFI outlines the Army's goals to simultaneously improve the quality of training for new aviators, cut costs, and improve efficiency. USAACE is interested in exploring Government Owned, Contractor Operated (GOCO) or Contractor Owned, Contractor Operated (COCO) solutions, as well as contractor-provided academic instruction, flight instruction, training aids and devices, simulation, aircraft, parts, and maintenance. Responses to this RFI are due by December 6, 2024. USAACE will use the information gathered to inform its analysis, development, and potential future acquisition activities related to the IERW Flight Training program.

Aviation Resource Training System (ARTS) is a joint service (Army, Navy and Air Force) training and resource management system.

The United States Army Aviation Center of Excellence uses ARTS for class scheduling, training management, and tracking of Aviation courses programmed each fiscal year through the Army Training Requirements and Resources System (ATRRS).

Users of the Centralized Aviation Flight Records System (CAFRS) and Digital Training Management System (DTMS) employ ARTS for flight data comparison and feeder information for input into these systems.

Aviation Center personnel use ARTS to administer the day-to-day training in order to provide users a common operational picture (COP).

Flight training is conducted in the following airframes: AH-64, Attack Helicopter; CH-47, Cargo Helicopter; C-12 Fixed Wing; and UH-60 and UH-72, Utility Helicopters.

ARTS provides users with approximately 100+ reports from student schedules, classroom utilization, number and type of students awaiting training to number of aircraft flown per training day.

Examples of Efficiencies

• All Academic Classes currently are taught in person

• Cockpit Procedure Trainers that also can train Basic Instruments

• Better utilization of personnel

• Proficiency based training

• Varying Class sizes based on aircraft availability

• Flight time per student based not on a daily requirement but on the capability of the student or available aircraft time

• Technology that tracks and guides student progress

• Automated fuel payment

• Virtual Instructor Pilot for sims

• Better adjustment to historical weather patterns and daylight hour changes

• Better use of aircraft down times for maintenance

• Build-up of student pilot flying tolerance over time

• Issuance of all flight regulations necessary in a web or cloud-based format

• Virtual instruction for concepts or subjects students struggle with

• Efficiency in the way aircraft are utilized and issued
