This is a Fleet Parts and Services solicitation issued by Hillsborough County Public Schools (HCPS) in Florida, seeking proposals to replace an existing truck, bus, and vehicle parts contract expiring March 3, 2026. HCPS requires a multi-vendor contract for procuring new and rebuilt original equipment quality parts or equivalents for its extensive transportation fleet comprising 1,100 yellow buses and 650 support vehicles, totaling 784 vehicles and trailers spanning model years 1995 to 2025 from manufacturers including Ford, Chevrolet, Dodge, Nissan, and Toyota. The final day for technical questions is October 31, 2025, with proposals due November 14, 2025. The contract will commence following Board approval and continue through the first anniversary month, with options to automatically renew for up to four additional one-year periods.

Vendors must provide pricing based on percentage discounts from manufacturer's suggested retail prices (MSRP) and submit detailed pricing sheets with brand names and commodities. The estimated annual budget is $3,500,000. Proposal evaluation will consider technical performance, vendor qualifications, merchandising options, cost/value, delivery procedures, and small business utilization. A Small Business Encouragement Program (SBEP) requires vendors to obtain Office of Supplier Development (OSD) certification and demonstrate incorporation of certified small business third-party vendors. Vendors must have at least three years of experience providing similar commodities and services and complete an affidavit confirming no significant connections to specified foreign countries of concern, including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria. HCPS reserves the right to purchase from alternative sources if vendors cannot meet specifications or delivery timelines and may conduct an optional second evaluation phase including presentations or additional questions. A consignment inventory model is encouraged.
