About this file

This addendum to a competitive solicitation modifies the Fleet Parts and Services contract (25500-RFP-DST) issued by Hillsborough County Public Schools (HCPS) in Florida. The original solicitation seeks qualified vendors to provide comprehensive fleet parts and services for HCPS's 1,100 yellow buses and 650 support vehicles, with the contract replacing an existing agreement expiring March 3, 2026. The solicitation established a technical questions deadline of October 31, 2025, with proposals due November 14, 2025. The contract term commences following Board approval and runs through the first anniversary month, with options for up to four additional one-year automatic renewals. The estimated annual budget is $3,500,000, and HCPS reserves the right to establish multi-vendor awards and purchase from alternative sources if vendors cannot meet specifications or delivery requirements.

This addendum addresses a critical pricing concern raised by potential bidders regarding the requirement to hold firm pricing for twelve months beginning March 2026, despite pricing being quoted four months in advance in November 2025. The addendum clarifies that awarded vendors may contact HCPS Procurement Services to report tariff-related pricing impacts with supporting documentation; however, no price increases may take effect until after thirty days of HCPS approval. Vendors must acknowledge receipt of this addendum with their formal bid submission. The procurement encourages small business participation through the Small Business Encouragement Program (SBEP) and requires vendors to submit Office of Supplier Development (OSD) certification and demonstrate at least three years of experience providing similar commodities and services.

Question

With regards to pricing, this bid is due in November 2025 but the bid starts in March of 2026. The bid also says firm pricing for 12 months. Pricing four months in advance and holding that price for twelve months could be financially disastrous for both the vendor and the School Board. How does one forecast pricing with all of the volatility with tariffs let alone price updates that will go on between that time period?

Answer The awarded vendors shall contact Procurement Services with evidence of the impact on HCPS’s prices resulting from the addition or deletion of applicable tariffs. No price increases may take effect until after 30 days of approval by HCPS.

This Addendum shall be construed and governed by the laws of the State of Florida.

Sincerely, Christy Perales, Procurement Officer
