FXSB182423 Repair Tactics/Intel/Mission Planning, H18 Questions and Answers

11 September 2019

Q1: Will you allow another site visit?

A1: Yes, please see amendment.

Q2: Please confirm that new carpet will be installed throughout the area.

A2: Yes, new carpet throughout the project area.

Q3: The (2) existing doors into the area appeared not to have any STC rating labels that show testing in accordance with ASTM E90/99, along with no gaskets on the outside of the door and Auto Door Bottoms. Please verify if these doors will need to be considered for replacement.

A3: Doors shall be replaced to ensure they meet the STC requirements listed in the SOW and attachments.

Q4: Can AS BUILTS be provided for architectural/electrical/mechanical/fire suppression?

A4: As-builts cannot be shared electronically until the contract is awarded; however, contractors may come in to view as-builts at 7252 Gibson Ave, JBER prior to submitting bids.

Coordinate time with Capt Daniel Koch (552-0086) or Mr. Jerry Romig (552-4884) to view them.

Q5: Will the (2) existing doors need to have the X‐09 upgraded to X‐10?

A5: The single main SCIF entry door will need to have X-10 hardware.

Q6: Can it be determined on the existing perimeter walls what STC level these are in case the

(2) doors will need replaced with an STC rated assembly? Also to determine if one layer of 5/8” GWB is on the uncontrolled side and two layers on controlled side for Sound Class 3.

A6: We are unable to find an STC rating specified in the as-builts or on the doors. They should be replaced with STC rated doors meeting the ICS 705 requirements.

Q7: The electrical outlets and comm. outlets on the perimeter walls seemed to have a mix of surface mount and flush mount. Is it desired to have all the boxes flush mount to keep a uniformed STC level across entire perimeter or will demo be needed around all flush mount boxes to add extra sound attenuation material?

A7: All conduit and outlets, for both power and comm, shall be surface mounted so tampering can be easily detected.

Q8: A mention of acoustical paneling to be installed on perimeter walls surfaces during the site visit. Please confirm if this will need to be considered or if additional layers of GWB will be needed.

A8: Acoustical paneling is not required if existing walls meet the STC requirements, but may be used to ensure the requirement is met if the contractor elects to.

Q9: Will exposed electrical conduit or wire mould be desired? If exposed will the conduit and boxes need to be painted?

A9: Yes, all power and comm conduit/wire mould will be exposed surface mounted. They shall be painted to match walls.

Q10: Please clarify how many power drops will be needed.

A10: Existing power drops on the remaining walls are adequate. Per the as-builts, that is 49 drops (should be field-verified). Power and comm from walls to be demolished should be coiled, labelled, and left above ceiling for future use.

Q11: Is a freight elevator able to be accessed to get materials to the 3rd floor?

A11: There is not a freight elevator in this building, only the elevator located at the front of the building.

Q12: Please confirm that new wall will terminate at new hard lid ceiling?

A12: Yes, new wall may terminate at hard lid ceiling or higher. Where the wall already continues above where the hard lid will be, the existing wall may remain above the ceiling (i.e. it does not need to be demolished).

Q13: VERSION 1.4 IC Tech Spec – for ICD/ICS 705 Chapter 3.D.1. “Floors and ceilings shall be constructed to meet the same standards for force protection and acoustic protection as walls.” Please confirm that no additional GWB/plywood/ expanded metal or mesh will be needed on the top of the ceiling framing for the controlled side perimeter walls?

A13: No, the perimeter walls currently extend to the building pan-deck, so no additional material is needed on top of those walls.

Q14: Please confirm if contractor will need to supply sound testing/reporting?

A14: No, sound testing will be performed by the government.

Q15: Will new wall layout be confirmed in an amendment?

A15: Yes, see updated attachment with final wall layout.

Q16: The metal studs above acoustic ceiling are single span and length of span seen at site visit suggest that this is an issue for any additional loads. If additional loading is to happen then substantial work will need to be done to existing metal studs to allow for this. Please confirm if a structural engineer would be needed to approve any changes to this and have a safety factor considered for the loads on the existing metal stud system.

A16: The ceiling needs to meet the same STC standards of the room it is over. For this and various other reasons (conduit surface-mounting, etc.) contractors should plan to construct a new hard-lid ceiling in place of the existing tile and grid ceiling which meets STC requirements rather than attempting to build up the existing hard lid ceiling.

Q17: Is it confirmed that the wall between rooms 324 and 337 is from floor to bottom of roof deck?

A17: Yes, the entire perimeter of the work area is already built from floor to roof deck.

Q18: Please confirm the wall in the new layout between room 324 and 325 will be an STC wall?

A18: Yes, this wall shall be built to meet STC 45 standards.

Q19: Are mechanical or electrical items above hard lid ceiling that will require access?

A19: Yes, access should be available from the interstitial space ABOVE to get to the utilities above ceiling. All utilities for the SCIF/SAPF will be surface mounted.

Q20: It was noticed at site visit that electrical conduits and sprinkler pipes did not have any dielectric breaks or grounding. Is this to be considered for our bid?

A20: Yes, dielectric breaks and grounding are required. It is recommended breaks be built into the new ceiling for ease of construction.

Q21: Are there any dielectric breaks in the existing conduits that pass through to the other surrounding offices?

A21: None are confirmed.

Q22: Are Z ducts already installed on perimeter walls?

A22: Per the as-builts, no z-ducts have been added to the HVAC penetrating the perimeter walls. These ducts (6 total penetrations) shall be modified to meet STC standards.

Q23: What is the expected/approximate heat load in the new server room?

A23: Heat load is estimated at 30k BTU, and it is expected a 3-ton unit will be adequate to provide cooling.

Q24: Will the HVAC controls be stand alone or monitored?

A24: HVAC controls will be monitored and must be compatible with our existing direct digital control (DDC) system through Meridian.

Q25: Is there sufficient power available (breaker space in the closest panel) for the new mechanical cooling for the IT room?

A25: Panel G, which primarily serves these rooms, is full. However, existing power in the new comm closet area includes 4 ea 4-plug receptacles and 2 ea 2-plug receptacles, all of which can be used or re-purposed for the comm equipment and air conditioning in this room. Panel L3, which serves this area, has 3 spares and several more open spaces which can be used.

Q26: Are existing conduits that service areas other than the SCIF allowed to stay as they are currently installed?

A26: Yes, the new ceiling constructed below the existing conduits will serve as the SCIF/SAPF upper perimeter, so conduits above that will be outside the SCIF and may stay where they are.

Q27: Currently electrical utilities serving the area enter the SCIF from multiple points. Will these utilities need to be relocated to enter at a single point per ICS 705?

A27: Since this facility is already constructed, we have authorization from the SSO to not re-route electrical so it enters in a single point. However, all penetrations must be sealed with fire caulking and meet STC standards.

Q28: Are any of the IT drops noted in the statement of work designated as Classified, SIPRNET, or NIPRNET? Are any secure raceway systems “PDS” needed for any of these drops?

A28: There will be total 26 NIPR, 26 SIPR, 16 JWICS, and 9 total other unspecified secured drops (7 of one system, 2 of another). As they will all be run with fiber, secure raceway systems are not anticipated to be required, however systems should be run in separate raceways.

Q29: Will the monitoring station for IDS/ACS signals be located within the SCIF? If outside, please clarify.

A29: The IDS is currently monitored at the Base Defense Operations Center (BDOC), and will continue to be. The ACS will be issued and monitored from within the SCIF.

Q30: Is a sound masking system acceptable for existing conditions that do not meet ICS 705?

A30: A sound masking system can be used as a last resort if the walls and doors have been built according to specs and additional measures are still needed, but it cannot be used in place of proper ICS 705 construction. If sound masking is used, it must be a white noise generator (i.e. not music).

Q31: Clarification on existing electrical devices in the parameter walls. Do these devices need to be on the surface for visual tamper?

A31: All electrical conduits, devices, etc. within the SCIF/SAPF perimeter need to be surface-mounted and painted.

Q32: Do the existing conduits and j‐boxes attached to the hard lid above the existing drop lid need to be moved to the surface of the new hard lid for visual tamper?

A32: Per previous questions, only utilities serving the SCIF/SAPF are permitted within the perimeter, and all need to be surface mounted or run along cable trays so they are visually inspectable.

Q33: Will bid date be adjusted to allow ample time to provide a proposal?

A33: Yes, please see amendment.
