About this file
This document contains questions and answers regarding an HVAC replacement project at a Motorola radio repeater site located on Fort Huachuca in Arizona. The site includes a precast concrete radio vault structure from Oldcastle Infrastructure. The project involves replacing two existing HVAC units and a CommStat3 microprocessor controller with new equipment that has equivalent capabilities. A Motorola technician will not be present for installation, and the replacement controller does not need to connect to the network directly. It only requires a connection to a Motorola SDM3000 for alarm integration. Filter changes can be made externally without entering the vault. Alternative HVAC options can be proposed in place of the existing MarvAir equipment. An in-person site visit is being coordinated for vendors through the contracting office to obtain additional details, as the physical address provided is incorrect. The related federal contract opportunity is for the DeConcini Hill HVAC Replacement under solicitation number W91RUS24R0007 issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.

Ms. Cope, Please relay the questions and answers below to all interested vendors. The questions are verbatim from the original document you sent, but some are in a different order than the original to make better use of space with pictures inserted.
Thanks, ‐ Sean
Q:
Could someone take a picture of the following ‐ This is not an industry standard application and in order to bid the correct model for your application I need the existing unit information for reference. I’m looking for a model/serial number for reference.
1. Front faceplate of controller/thermostat
2. Inside flap of controller/thermostat if it opens up.
3. And/or, the back of the controller/thermostat.
A:
1. The CommStat3 is a MarvAir product, I’ve attached a product datasheet on my reply email to
Ms. Cope that shows what the unit looks like as well as capabilities. Information can also be found on MarvAir’s website.
2. The CommStat3 does not open up.
3. The CommStat3 is bolted to the wall inside the radio vault and is in operation. I do not wish to remove it while it is connected to a live system.
Q: Can you tell me if we will be required to integrate the controller/thermostat to your network or will a representative from Motorola connect the tstat to the network?
A: A Motorola technician will NOT be present to connect the thermostat, and the thermostat does not connect directly to the network. It only needs to connect to the Motorola SDM3000. The HVAC installers will be required to connect the signal wire from the HVAC controller to the SDM3000.
Q: If your Motorola representative will integrate, please explain how you want the thermostat to be visible on the network; via wi fi, via wire, etc?
A: The Motorola SDM3000 integrates multiple sensors from inside the vault into the LMR system
(Smoke Detector, Door Ajar, High Temp, etc.) The signals to the SDM3000, including those from the
HVAC controller, are analog I/O and just tell the SDM3000 to light up the appropriate circuit in the LMR
Shop when a specific condition exists. The currently installed CommStat3 Microprocessor Controller monitors for various error conditions between the two HVAC units (Hi/Lo pressure fault, fail to start, fan malfunction, etc.) When an error state is detected, the controller automatically switches to the alternate unit and sends a signal to the SDM3000 that notifies of an “HVAC Fault”, regardless of the problem. A radio tech makes a trip to the site to find out the alarm details from the face plate of the
HVAC controller.
Q: Are these units installed on modular equipment? If not, can you describe the roof structure and side structure composition?
A: The radio vault is a precast concrete structure from Oldcastle Infrastructure of Chandler, AZ. A floor plan is attached to my reply email to Ms. Cope.
Q: Do you know if these units have filter racks in them or not?
A: I do not know what a filter rack is. Each unit has an individual filter tray compartment accessible from the outside so the disposable, 22x14x1” corrugated filter cartridge boxes can be changed without entering the radio vault.
Q: Please confirm if 2133 Cushing St., Bldg. 621801 is the physical address of the equipment to be installed? We’d like to get an aerial view of the structure prior to bidding (to determine if a crane is needed).
A: 2133 Cushing St., Bldg. 621801 is NOT the physical address of the equipment to be installed. The repeater site is located on the South Range of Ft. Huachuca. I'm unsure of what conditions require a crane, but there are no other buildings nearby. The repeater vault is inside a fenced compound secured with a double wide gate. A site visit is being coordinated through the contracting office for those vendors looking for more site details. See picture below.
Q: Are you open to alternative HVAC options for this application, or must it be MarvAir equipment?
A: We are open to alternative HVAC options for this application. This is not a brand name requirement.
The replacement equipment needs only have the same capabilities as the current HVAC units and microprocessor‐controller.
