About this file

This document contains questions and answers regarding a federal contract opportunity for HVAC replacement at the DeConcini Hill site. The opportunity involves replacing HVAC units at a telecommunications site according to engineering standards for such sites. Installing units or ductwork outside is not recommended as it could require new RF engineering and grounding certification due to increased conductive structures. The empty area in the yard and strict grounding of all site equipment are necessary to position equipment for tower repairs. Additional habitat for wildlife from new structures is also undesirable. Adhering to the statement of work and referenced engineering standards for proper bonding of new HVAC units is advised to avoid grounding certification testing until the next site recertification in a few years.

The related federal contract identified is solicitation number W91RUS24R0007 for HVAC replacement and installation at the DeConcini Hill site through the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground.

Q: Is it possible to install the package units outside and install ductwork outside to cut down on lead time?

A: Please do not plan on altering the engineering of the site. Adding exterior structures and ductwork raises a few immediate concerns:

1. This is a telecommunications site. Any significant metal additions to the outside of the building will require a new RF engineering evaluation of the entire site.

2. Any new conductive structures will have to be properly grounded according to national standards (ANSI T1.334-2002, Sec. 5.3.3; ANSI T1.313-2003, Sec. 10.3.2; and IEEE 80-2013) to the site ground, and the new grounding will have to be tested before it is accepted.

3. The “empty” area in the yard is necessary for positioning equipment for repair work on the tower or enclosure. External ducting will create additional obstacles for vehicles and personnel.

4. There are already enough places for critters to nest and coil up at the site already, I am reluctant to add more habitat.

More notes on grounding standards:

Even the chain-link fence around the compound meets rigorous grounding requirements. Please adhere to the statement of work, and I think a new grounding certification test can be avoided until the entire site gets recertified a couple years from now. The site was engineered using Motorola R56 standards, which incorporate most of the national telecommunication site engineering standards (TIA, ANSI, NFPA, IEEE). Please read through sections 4.6, 4.7.10, and 5.4.1 specifically for how to bond the new HVAC units when they are installed.
