About this file

This document contains clarifications from a site walk and details regarding a federal contract opportunity for HVAC replacement and installation at the DeConcini Hill facility. The clarifications address questions around reusing an existing controller or replacing it with a comparable new model, current auto switching time parameters that could continue to be used, and alarm monitoring capabilities. It was clarified that maintaining existing grounding standards per R-56 would not be an issue as long as the new HVAC units are reattached to the old grounds. The related federal contract opportunity is solicitation number W91RUS24R0007 from the Department of the Army Materiel Command Army Contracting Command to replace the HVAC systems at the DeConcini Hill facility, as described in the attached solicitation.

The items clarified during the site walk were:

1. The CommStat3 Microprocessor Controller is no longer made, would the LMR shop like the controller reused or replaced with a new comparable?

a. This issue was addressed in the original statement/scope of work. The controller should be replaced with the HVAC units.

b. The auto switching time between HVAC units currently programmed into the controller is 7 days. This switch-over time will likely be used on the new system, but the new controller should be field programmable like the current CommStat3 is for ½ day increments up to 7 days.

c. The CommStat3 currently monitors 4 alarm circuits on both HVAC units: High temp, low temp, Hi/Low Pressure, and Power. Only one alarm signal is sent to the SDM 3000 regardless of what alarms are active on the CommStat3 so the LMR manager knows some kind of HVAC problem exists.

2. Motorola R-56 grounding standards. The HVAC units, like everything else at the site, is grounded to a common grid buried beneath the site.

a. As long as the new HVAC units are reattached to the existing grounds from the old HVAC units, there should be no major issues with maintaining the R-56 grounding standards.

3. Each HVAC unit is on its own power circuit. One can be de-energized while the other remains in operation.

Also, R-56 grounding standards were not mentioned on the original scope of work. Since I’m not asking an HVAC company to redo the repeater site grounding, it may not be an issue. They just have to connect the new HVAC system (including the controller) to the old grounds.
