Q91QF5-19-R-0009 Response to Questions 6
Question: I see that waste management scales were added to FEL and RL trucks yesterday (attached), can you please elaborate on what you need these scales to do? There are numerous different ways that we can track weights, locations, collections, GPS, etc on FEL and rear load containers? We need more information into what Ft Lee wants before we can provide a price on scales?
Answer: The requirement is to have verifiable weight of recycle totters and the weight of cardboard that comes out of 8cy recycle containers. it is important for the proposal to explain the system of weighting recycle commodities considering the government interest is to divert waste/recycle materials from the land fill.
Question: Since the Government has changed the recycling fees to not exceed $70.00 per ton, will the Government be submitting a new Section_B_Pricing worksheet that has a separate line item for recycling fees? Currently there is only a line item for landfill fees.
Answer: The CLIN being used for recycle fee is 0002AE. This is used for the disposal of dehydrated food material. But it's also stated in Annex A, section 6 (Deliverables):
"Arrangements for disposal at a local landfill, recycling facility, or compost facility shall be the Contractor's responsibility. The Government will pay the recycling facilities fee. All solid waste disposals shall be in accordance with all existing local, state and federal laws, rules and regulations. The government will pay actual landfill fee up to but not to exceed $60.00 per ton based on weigh ticket from landfill. The government will pay actual recycle center fee up to but not to exceed $70.00 per ton.
In the event that recycle fees exceed the land fill fees Contractor shall notify Contracting Officer and COR by letter from the landfill company (on landfill company letter head) stating the increase in fee. Negotiations between Contracting Officer and Contractor will be held for determination for increased price fair and reasonableness." We anticipate the successful offeror will be able to market the clean cardboard. It's already separated by DFAC personal or supply personal. The offeror should be able to market the metal and depending on their approach the recycle fee for co-mingled recycle material may very over the life of the contract. Government pays fees according to certified weight ticket from recycling the facility.
Question: Where contractors have electronic performance reviews in the government’s system, can CPARS evaluations for recent and relevant reference contracts be submitted, in Volume III Past Performance, instead of sending out Past Performance Questionnaires?
Answer: Yes, that is acceptable.
Question: Should the Section F Delivery Schedule (CLIN Pricing document) be completed and put in this Volume, as well? If not where should the completed version of Section F be inserted in the submittal Package?
Answer: Section F can be included in Volume IV with Section B Question: The contractor will operate the recycling center. The center will be open 24 hours per day and staffed at a minimum of 8:00 A.M. until 4:00 P.M. Monday-Saturday (ref. Annex E, Attachment 1 para. 2.3)…… This is the first of several references to “Annex E” Will the Government please identify or provide Annex E?
Answer: This is the second part of the PWS; Annex E (CLS 403 Refuse removal) to OPORD 18-011: IMCOM Enterprise Base Operations (BASOPS) Performance Work Statement (PWS) Attachment 1 Recycling and Solid Waste Management.
Question: Section L. 3. Proposal Content does not specify that a Recycling Plan be included as part of the submittal package and it is not included as an evaluation factor in Section M, could you please confirm that the Recycling Plan is to be submitted upon contract award, along with the other pre performance deliverables Answer: The requirement for a submitted recycle plan is stated in Annex A PWS Refuse and Recycle Collection Fort Lee, VA. Section 6.0 Deliverables: “The Contractor shall provide with their submitted proposal, comprehensive recycling procedures for collection, preparation for marketing and delivery to vendor of recyclables collected on Fort Lee installation. The PWS will be modified to include the successful offeror’s comprehensive recycling procedures once approved by KO and COR.”
Question: Is a Diversion Manager a new requirement for this contract, or is this a full time position in the incumbent contract?
Answer: This position is a new position for this contract. The responsibilities are defined in Annex A section: 2.1.11.1 (Key Personnel). In interest of cost savings the government will allow this position to be combined with the Project Manager position but will still require adequate back up person (alternate Project manager) with skill set to be full decision maker for company.
Question: There are separate CLINs for the reimbursement of Landfill Fees and dehydrated recycle food materials but not one for the reimbursement of Recycle Center Fees. How will the Recycle Center Fess be reimbursed? Should a separate CLIN be added for these?
Answer: Fees will be reimbursed according to certified weight ticket / invoice from recycle vendor being used. Stated in Annex A, section 6 (Deliverables): "Arrangements for disposal at a local landfill, recycling facility, or compost facility shall be the Contractor's responsibility.
Negotiations between Contracting Officer and Contractor will be held for determination for increased price fair and reasonableness."
We anticipate that successful offer will be able to market the clean cardboard. It's already separated by DFAC personal or supply personal. They should be able to market the metal and depending on their approach the recycle fee for co-mingled recycle material may very over the life of the contract. The land fill that company choses to use will most likely stay the same but they may end up using several recycling vendors. No need for additional CLIN. Government pays fees according to certified weight ticket from recycling facility.
Question: . 6.0 Deliverables states: The Contractor’s recycle pick-up schedule should reflect utilizing centralized pick-up points within the buildings identified in TE 8. Are the centralized pick up points on the ground floor of each building? . Is there just one centralized pickup point in each building? Is it possible to get the number and floor location of the pick up points in each building and also the number of 96 gal carts at each Answer: Most buildings have set up recycle collection area on ground floor and others have set this area for outside the building. Some buildings have more. Technical Exhibit #11 will give container count for each building but not floor location.
Question: Are the 96 gal carts at the centralized pick up point currently serviced using a rear loader or box truck?
Answer: Rear loader Question: Will the Government please provide the number of 32 Gallon containers for recycling, type of recyclables, and required collection frequency?
Answer: The 32 gal containers referenced in this solicitation are trash cans and there are currently 88 units being serviced; mostly in ball park areas.
Question: Will the Government please provide the number of 96 gallon carts at each location. This affects productivity, therefor; labor hours. For example if Bldg 1109 has 20 carts on level (floor) 4, the service time will be substantially increased.
Answer: Building 1109 has twelve 96 gal recycle containers. The level means how many floors the building has. This is a secure building and the recycle staging area is outside. Once the recycle schedule is set up (meaning what day recycle is picked up from building) building occupants bring the 96 gal recycle containers out to their staging area. This same arrangement exists for most buildings on Fort Lee. Refer to TE #11.
Question: . TE10, Could the government please provide the data for FY 18?
Answer: The only data available is on TE10 Question: Will the Government please provide the current, acceptable, number of pick ups per week for each location, by container type?
Answer: This is determined by successful offeror’s submitted pick up schedule. It is the contractor’s responsibility to develop pick up schedule.
Question: TE 5, at the bottom of the spreadsheet states that the 13-30 cy solid waste containers average a monthly total average of 50 pulls and the 10-30 cy recycle containers average a total monthly average of 25 pulls. Will the Government please provide the number of pulls per month for the 10 cy containers and compactors?
Answer: This varies, but max is 4. They average around 3 per month.
Question: Does the monthly total roll off pulls provided (50 refuse and 30 recycle) include the pulls made from the recycling area?
Answer: No. The recycle center set up and procedure will be determined by successful bidder, except for the 24 hour operation part.
Question: During the site visit we observed some closed top recycling roll off containers (with top doors) at the recycling area are these included in the count of 10-30cy recycle roll offs or are they additional?
Answer: They are additional and supplied by contractor.
Question: How many of these specialized recycling roll offs are required?
Answer: The recycle center set up is a required submittal to be included in the proposal.
Question: The Government has listed a group of container sizes, with counts, at the bottom of TE 5. Is this count a requirement?
Answer: This count is what is in place & use now.
Question: Is this cardboard collected loose from the locations or is it containerized (dumpster or roll off)?
Answer: No. A request for container support is what is used for these situations. COR will request container to be placed and will ask for items to be separated. We do this to keep soldiers and civilians aware of recycling program and mandatory requirement to use it. It also helps make it easier for contractor to market the recycle materials.
Question: Will the Government please provide the historical number of bulk collections per month?
Answer: This only happens if there is illegal dumping. Have not had any in the past two years.
Question: Will the Government please provide the number of refrigerant containing items that were collected per month, for the most recent 12 month period.
Answer: Contractor is not required to handle any items that need refrigerant removed. If an item like this is left at the recycle center the government will have Base Maintenance personnel pick it up and have gas & oil pumped out.
Question: At the site visit it was stated that the yard waste was collected on an “as observed” or “on called” basis, not a weekly route. Will the Government please confirm this and confirm that no yard waste produced by the grounds department or contractors will be included in this requirement?
Answer: The requirement for yard waste is that contractor have at least one day a week scheduled to pick up bagged yard waste or pile of sticks picked up from curbside. The responsibility to identify locations that need service is that of the Project manager. Since trucks runs daily routes, this is normally how locations are identified.
Question: Will the Government please thoroughly describe this requirement? Please identify “Yard Waste Area.” Is Government property and area provided to “chip.”? Where are the “collection points”?
Answer: .” The area beside the recycle center is where Base Operations Contractor places yard waste collected on Post. There is a 30 cy roll off container that is staged in this area and is serviced by Refuse & Recycle contractor. The container that is placed in this area is accounted for in Annex E section 3.2 Container Inventory. No. We are not requiring the contractor to chip any wood products. It is the contractor’s responsibility to collect wood items and market as recycle when possible. How to increase diversion from land fill is contractor’s responsibility. Anywhere on Fort Lee.
Question: Will the Government please provide the number of special events required for the last 24 months and the container and service requirement for each. This may be a significant expense for the contractor making accurate information imperative to a competitive quotation.
Answer: For any special event on Fort Lee, the Refuse & Recycle contractor’s responsibility is to supply the necessary container. The necessary container can only come from the Container Inventory list provided. There will be no stand by service required or operation out of normal working hours unless contractor’s notified and increased cost negotiated.
Question: Will the Government please provide the number of unscheduled clean-ups required for the last 24 months and the container and service requirement for each. This may be a significant expense for the contractor making accurate information imperative to a competitive quotation.
Answer: It is the contractor’s responsibility to maintain all containers in serviceable condition and to maintain a clean area around dumpster containment areas. I have had two incidences of soldiers overloading dumpsters in the past 24 months. These type of clean ups depend on how contractor’s service schedules are set up.
Question: Please confirm that the small business size standard for NAICS code 562111 of $38.5 Million applies to this solicitation.
Answer: This is a small business set-aside.
