Answer: 93.15 tons collected from 1 Oct. 2017 to 30 Sept. 2018 Question: Please provide the historical data for the number of refuse compactor services provided per year.
Answer: FY 18 had 203 compactor pulls Question: Please provide the historical data for the number of Roll Off Open Top Refuse services provided per year.
Answer: Not tracking number of roll off container pulls because open top roll off containers sometimes used to collect recycle materials also; mostly wood pallets, scrap wood, broken furniture, and yard waste (leaves and tree limbs).
Question: Please provide historical data for the tons of recycle material collected, by item description.
Answer: Unable to provide separated recycle material tonnage at this time.
Question: Please provide collection schedules by number of services per week for each FEL Refuse collection station/building number.
Answer: Unable to provide collection schedules for current contractor. Technical Exhibit #5 lists building numbers and what type of collection containers are at each location. We will be using IMCOM standards for number of collections/pickups at each building except for barracks. Refer to Technical Exhibits.
Question: Please provide collection schedules by number of services per week for Roll Off Refuse collection station/building number.
Answer: Roll off containers are serviced on a as needed basis. Contractor project manager is notified when service is needed.
Question: Is the contractor responsible for the collection and removal of CFC’s from Hazardous Items?
Answer: No. Base maintenance contract is responsible for reclaiming CFC’s Question: Please reference PWS 2.3.1.5. Does this apply the whole installation, including commercial and industrial areas? Please reference if you are referring to Annex section. If so this refers to toner cartridges, these items are collected by base supply store and not contractor.
Answer: Please reference PWS 2.3.1.7.
Question: Will the contractor be required to provide a tub grinder or a wood chipper in support of this requirement?
Answer: The reference to wood being chipped is not correct. Contractor is not required to remove metal objects or grind wood that is collected unless that’s part of prospective bidder’s process.
Question: Will the contractor be allowed to clean containers on post?
Answer: Yes.
Question: If so, where is the designated cleaning area?
Answer: Designated cleaning area is by building 9035 at purge rack/oil-water separator.
Question: Please reference PWS 3.3. Please explain references to items not already listed in GFE.
Annex: Not sure what references are being questioned in section 3.3. Need to be specific about which section of PWS or PWS annex you are referring too.
Question: Please reference PWS 4.0. Please provide more details of the purpose of Capability 1, 2, and 3, and the table in general.
Answer: The capability levels are IMCOM standard collection levels for Army installations. The intent is to create a standard contract type to support like services on Army installations and therefore standardize cost for those type of services. The capability levels is what’s reported to Pentagon as far as number of times container is serviced per week. Each installation is able to tailor their number of pick-ups according to building use and also encourage increased recycling container use.
Question: The government posted two different PWS versions. Which one is applicable?
Answer: The PWS posted in the amendment is the current PWS, amended to reflect the updated periods of performance..
Question: Do the FEL and Roll Off containers stationed on site represent an acceptable standard for container condition for this installation?
Answer: No. Current container condition is not acceptable but will continue to require contractor to repair and paint ones in bad condition. Current contractor purchased dumpsters from previous contractor and they have reached to end of acceptable service life.
Question: Which gate is the alternate entry point for commercial vehicles in the event the normal commercial gate is closed?
Answer: If Shop road gate is closed than alternate access is through Sisisky gate.

Answer: Yes Question: What is the cubic yard size of the self-contained compactors?
Answer: 30 cy Questions: Will the contractor be allowed to park collection vehicles on base?
Answer: No Question: Will the contractor be allowed to wash containers on base?
Answer: Yes Question: Will the government reimburse the contractor for cost to dispose of solid waste? (1.2) Answer: Yes. Contractor is reimbursed for landfill disposal fees and for recycle materials handling fees.
Question: Will the government reimburse the contractor for cost to dispose of recyclables at a processing facility? (1.2) Answer: Yes. If not greater than $28.00 per ton. If recycling fees is greater than $28.00 the contractor will have to get approval from KO to use that method or use landfill.
Question: Will the government provide an area/space on base for the contractor to stage, sort, receive and process recyclables from Ft. Lee? (2.3) Answer: Area at Recycle Center will be all area currently being provider. No current plans to increase this area but bidder’s recycle plan can express how this type of consideration will help Fort Lee meet it’s Net-Zero goal.
Question: Will the government reimburse the contractor for all disposed of CFC items? (2.3.1.3) Answer: Contractor not required to dispose of or handle materials that contain CFC’s Question: How often are unscheduled cleanups performed? What is the magnitude of the cleanups? (2.7.4) Answer: Unscheduled cleanups are not a common occurrence. This would happen mostly around barracks dumpsters and once it’s brought to COR attention the soldiers will be responsible to clean up.
Question: How often are scheduled requirements (cleanups) performed? What is the magnitude of the cleanups? (2.7.5) Answer: Fall and Spring cleanup are the large requirement for this type of service. Other than that you will have the requirement to pickup yard waste from curbside once a week.
Question: Reference 2.7.5 scheduled requirements (cleanups) include “recovery operations due to natural causes or man-made causes”. Will the contractor get compensated for these types of events?
Answer: Yes, if we ever have an event of this type. These types of events could last for long periods and require excessive amounts of labor and equipment. Any type of event like this will be confined to the Fort Lee installation and anything that requires the Refuse/Recycle contractor to be involved will only deal with container relocation.
Question: What is the maintenance effort for government owned equipment? (3.3) Answer: There is no requirement for contractor to maintain any government equipment.
Question: Will the Government accept questions for further clarifications after these responses are posted?
Answer: Please refer to the combined synopsis solicitation for the deadline for questions.
Questions: Will the Government please extend the due date at least 7 business days after the questions or answered to we can adequately digest the information the Government provides us?
Answer: The proposal submission deadline was already extended. Please refer to the combined synopsis solicitation for the proposal submission deadline.
Question: Attachment 3, 4.0 & Attachment 1, TE 3: Are we require to fill out TE#3? No. How should this tie into the bid?
Answer: This is IMCOM language intended to standardize refuse & recycle services on Army installations. Fort Lee would need a combination of this approach. Meaning some buildings will need service twice a week, like large barracks. Some will need once a week and some every other week.
Question: Also, is there MFH on this contract because TE#3 has several line items on submitting MFH pricing?
Answer: No.
Question: Attachment 1: Please clarify that FEL scales are not required in this contract.
Answer: An additional CLIN has been added to the Bid Schedule in order for prospective bidders can submit a cost for equipping Front Load and Rear load trucks with scales. The government is interested in collection weights of recycle material when collected. This means that the front load truck will only record weights when empting the green recycle containers. The weight of the refuse collected by front load vehicle can be obtained from weight ticket from land fill. There may be times when it’s requested for front load truck to record container weight from a small group of buildings for a short period of time. The weight from recycle totters is a government requirement to determine recycle program progress.
Question: Attachment 1: TE8, how many containers are located on each floor currently?
Answer: See Technical Exhibit #11.
Question: Attachment 1: TE8; Do all of the multi-level floors have elevators that we can utilize? Answer: Yes Question: Attachment 1: TE 7 Pg 48, please explain why we only have 6 months of recycle revenue sharing before it becomes “all or nothing”?
Answer: Government wants to give incoming contractor opportunity to learn area, make contact with recycle vendors, and put their recycling approach in place before the all or nothing approach takes effect.
Question: After 6 months, does each individual month determine who gets paid the recycling proceeds when it is above or below the 55%?
Answer: No. The 55% diversion rate must be maintained to get any of the proceeds.
Question: Attachment 1: 2.1.3.2; Who owns the shed at the recycling center?
Answer: Current contractor.
Question: Attachment 1: 2.1.3.2; Will the Government please clarify if the requirement to man the recycling center will remain for the duration of the contract?
Answer: Because Command now requires us to keep center open 24/7 and Fort Lee is looking for cost saving ideas, it is possible this area will become unmanned. It depends on how successful bidder sets up the Recycle Center area. We have been in 24/7 operation for over 2 years with no illegal dumping.
Question: Attachment 1: 7.4.1 Utilities; Who pays for the connection and monthly bill for the water and electricity?
Answer: The contractor pays for electricity and there is no close water connection. The government is supplying a portable latrine and having it cleaned.
Question: Attachment 1: 7.4.1 Utilities; states “The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.”Where can the contractor wash vehicles and equipment?
Answer: The contractor will use wash rack by building 9035 to wash containers as required.
Question: Can we wash containers and vehicles On Base?
Answer: The contract can’t wash their vehicles on post.
Question: Attachment 3: 2.3.1.6 Is there a designated site to pickup the bagged yard waste and stick piles?
Answer: At curbside throughout main post area.
Question: Attachment 3 2.1: Are there both refuse and recycle materials in the 32 gallon carts? Answer: The 32 gal containers are trash cans and should be treated as such.
Question: Is there a TE that shows these collection schedules?
Answer: The collection schedules are items that are to be developed by contractor.
Question: Attachment 3, 2.1: states “The Contractor shall track and report to the COR/ACOR all container weights and number of services per week”. Is this referring to the 32 gallon carts, or ALL containers on base?
Answer: The government is interested in collection weights of recycle material when collected. If all containers, do the front load trucks and rear load trucks need scales?
Question: Attachment 3: 2.3.1.6 Please clarify that these collections will only take place one time per week, at one specific site.
Answer: Yard waste is collected from curbside with a scheduled day once a week to be collected except during Fall & Spring Clean Up.
Question: Attachment 3: 2.4.3: Please provide historical data of quantity, and size of containers and number of pickups. Is this considered part of FFP?
Answer: These are 8cy refuse & recycle containers and number of pick-ups depends on training schedule. No historical data to provide.
Question: Attachment 3: 2.4.6; Are the current containers on base, for the majority, considered “serviceable containers”?
Answer: No. They are in terrible shape. I consider over 50% of them unserviceable.
Question: Attachment 3: 2.4.12; Where is the cleaning location ser forth in TE 6?
Answer: At wash rack by building 9035.
Question: Attachment 3, 2.7.5: Should all of these scheduled and unscheduled events be priced in the FFP?
Answer: Yes. During Fall & Spring Clean Up week the requirement is to collect yard waste from curbside daily. Lately Command has been extending Fall & Spring clean-up too two weeks. Other than this event contractor would only be required to place necessary containers to support events like the 4th of July or commissary sale events.
Question: How many occur per year?
Answer: Appox. 10 Question: Attachment 3, 2.7.5: Will these only occur during normal business hours? If during the weekend where overtime may occur, will the Government pay additional monies via task order? Answer: Contractor will only be required to work normal business hours. But there are collection requirements that take place during the weekend, such as servicing containers at dining facilities.
Question: Attachment 3, 2.1.2 & 3.1; Many Army installations have issues with truck fires caused by MRE heaters that are place in front load containers. They are often not visible to the naked eye. If this occurs and the contractors truck receives damages from a fire, will the Government reimburse the contractor of the repairs?
Answer: I have no knowledge of this happening on this installation.
Question: Attachment 3, 1.1 and 3.5; If a new building is brought online or built, and needs several 8 YDS or a compactor, will the Government add this to the contract via modification and allow the contractor to propose a monetary adjustment to the contract?
Answer: If the additional containers or compactor is not already considered part of contract inventory than yes, but if it’s listed in section 3.2 its inventory.
Question: Attachment 3; 3.2; Can the Government please confirm that the 450 each 96 gal recycle toters are for the office recycling routes (Attachment 1, TE 8) and that all office recycling toters need to be 96 gal in size?
Answer: Yes.
Question: Attachment 3; 3.2; Of these containers, will the Government please identify if this count includes the containers at the recycle center?
Answer: No. The set-up of the recycling area and recycling approach should be the contractors once submitted plan is approved by government. Annex E, attachment 1, section 2.3 (Recycling Support) states “Contractor shall establish a manned recycling area on Fort Lee during normal business hours ref. Annex A, PWS, section 2.5.1.5. The area shall be utilized for staging, sorting, receiving and processing of recyclables from Fort Lee. The center will be open from 8:00 am until 4:00 pm Monday - Saturday. If the contractor so chooses they may increase the operating hours at no cost to the government. The Contractor shall submit a plan for operations to the Government for approval. All labor and equipment associated for running the recycle center shall be Contractor provided and included in the contract price under Refuse/Recycle Collection line item.
Question: Attachment 3; 3.2; If this count does not include containers at the recycle center, will the Government please include that count of containers and size, or is this up to the contractor to decide?
Answer: See above statement.
Question: Attachment 4, TE5; Do the 10-30CY refuse containers have a set location, or are they moved around the base?
Answer: The 10 cy containers are used at dining facility or cook schools. The 30 cy containers are moved around to support troop movement or facility clean-up.
Question: Attachment 4, TE5; If the hauls exceed 50 per month, (say to 75 one month, 60 the next), will the Government reimburse the contractor for the extra hauls over the 50?
Answer: The contractor is required to haul compactors, 30 cy recycle containers, 30 cy refuse containers when needed. The government or COR will not be directing contractor’s every move. The company project manager should be able to set pick up schedule to accomplish set goals. The COR will request contractor to place 30 cy roll off containers to support customer request and this type of request will not exceed 50 a month.
Question: Attachment 1: Deliverables, states “The Government reserves the right to request the Contractor to dispose of waste at any approved landfill within a 50-mile radius of Fort Lee with no change in contract price. The Government will pay the recycling facilities fee. All solid waste disposals shall be in accordance with all existing local, state and federal laws, rules and regulations. The government will pay actual landfill fee up to but not to exceed $28.00 per ton based on weigh ticket from landfill. The government will pay actual recycle center fee up to but not to exceed $25.00 per ton. In the event that recycle fees exceed the land fill fees Contractor shall notify Contracting Officer and COR by letter from the landfill company (on landfill company letter head) stating the increase in fee.”
Landfill fees and recycling fees in this area are no longer this low of a cost. Please consider removing entirely or revising, as we have not received a landfill quote anywhere close to $28.00 nor a recycling center fee of $25.00.
Answer: Please see the amended PWS dated 16 April 2019. This addressed the landfill and recycling fee caps and removes the 50 mile radius limitation.
