Question: Would the Government please provide the annual recycling tonnage per commodity for the last 3 years?
Answer:
Question: Can you please extend the deadline for questions? More questions may arise after the answers to questions are posted.
Answer: The deadline has been extending for questions and proposal submission. Please refer to the solicitation posting on FBO.
Question: Can you please extend the bid closing date to 2 weeks following the final responses to questions?
Answer: The proposal deadline was extended 1 week further.
Question: Can you please provide the frequencies of pickups for each trash container, and each recycle container, including the interior recycling containers?
Answer: The collection schedule for 8cy refuse & recycle containers is developed by the successful bidder with government approval. Some will need twice a week, some weekly and then others can be every other week. Interior recycle containers require a weekly pick-up schedule Annex E, attachment 1, section 2.3 goes over this and states “The Contractor shall collect all recyclables for the Main Post in accordance with TE’s 5 and 8. Recycling shall be picked up a minimum of weekly except for buildings 1109, 3400, 5020, 8130, 10500, 11200, 12420, and 12500 – these buildings shall be picked-up twice each week.”

Answer: We currently have 3 compactors in use. We have power in place to run another unit and plans to supply power for the other compactor. All will be used for general waste for the dining facilities.
Question: Please describe the collection of the co-mingled interior recycling. How many collection containers are located on each building level, for each building? What size are these containers? Can you provide photos?
Answer: Co-mingled recycling is described in Annex E, attachment 1, section 2.3. The collection staging area is determined by building recycle coordinator and collection contractor. In many buildings the totters are staged or moved to an outside collection area on collection day. The totters are 96 gal; same size as most common trash cans.
Question: What is accepted into the co-mingled interior recycling?
Answer: Bi-metal can, aluminum cans, paper, plastic, and cardboard. No food contaminated items should be placed into recycle containers.
Question: How many employees does the current contractor use to collect the interior co-mingled recycling? Do these employees perform interior collection full-time? Or, do they perform other duties for the current Contractor in addition to the interior co-mingled recycling?

Answer: Not known Question: Will the Government reimburse the Contractor 100% for trash disposal costs, based on receipts from the disposal site?
Answer: Yes Question: Will the Government reimburse the Contractor 100% for recycle processing fees, based on receipts from the Materials Recovery Facility? If recycle processing fees exceed the cost per ton for landfill disposal, will the contractor be asked to dispose of recycling at the landfill until recycling costs decline below landfill fees?
Answer: Yes and yes Question: Attachment 3, Section 2.3.1.2 indicates that the Contractor shall collect bulky items. Please provide historical averages for the number of bulk pickups required and monthly tonnages disposed of as a result of bulk item collections.
Answer: No historical data. Bulk item pick up may happen once or twice a year. Normally from illegal dumping. This statement is included because we are using IMCOM standard contract language and other installations have military family housing included in their contracts. This contract does not include servicing family housing, therefore collecting bulky items is rare.
Question: Attachment 3, Section 2.3.1.2 indicates that items may contain CFCs. Is it the Contractor’s responsibility to remove the CFCs. What is the historical monthly average of the number of items containing CFCs that require disposal under this contract.
Answer: The contractor is not required to remove CFCs from any equipment. The customer is required to have all CFCs removed before disposal at recycle center.
Question: Attachment 3, Section 3.2 provides a container inventory for all Contractor provided equipment. TE5 provides a list of dumpster locations and size. The lists do not match in quantities for each type of container. Please confirm the specific number of contractor provided containers that are to be provided.
Answer: The number, type, and size of containers listed in section 3.2 is what the contract requires contractor to supply. Fort Lee still has building under construction that will need service. Technical exhibit #5 shows where containers are currently placed. The additional amount is for future use.
Question: Please provide specifications for the container type referred to as (30cy Recycle) throughout the solicitation. Is this container required to be covered?
Answer: The 30 cy recycle containers referred to are cardboard roll off containers. These containers will be placed at dining facilities and warehouses where large deliveries come in. All containers of this type are covered so cardboard can be marketed.
Question: What is the type and number of containers required to be provided by the contractor at the recycling yard.
Answer: The set-up of the recycling area and recycling approach should be the contractors once submitted plan is approved by government. Annex E, attachment 1, section 2.3 (Recycling Support) states “Contractor shall establish a manned recycling area on Fort Lee during normal business hours ref. Annex A, PWS, section 2.5.1.5. The area shall be utilized for staging, sorting, receiving and processing of recyclables from Fort Lee. The center will be open from 8:00 am until 4:00 pm Monday - Saturday. If the contractor so chooses they may increase the operating hours at no cost to the government. The Contractor shall submit a plan for operations to the Government for approval. All labor and equipment associated for running the recycle center shall be Contractor provided and included in the contract price under Refuse/Recycle Collection line item.
Question: Are the containers required for the recycling yard included in either TE5 or Attachment 3, Section 3.2?
Answer: No.
Question: Are collections permitted prior to 7 AM for any part of this contract?
Answer: During the summer months collection times can be earlier to avoid working during the hottest part of the day. In many cases the front load routes start earlier year round to have containers services before traffic or congestion slows down productivity.
Questions: Is there a container wash station on the base available for the contractor to wash containers?
Answers: All containers that require cleaning are cleaned at wash rank by building 9035. This area is fenced and locked. You get key to access area from contract COR.
Questions: Will scales be required on collection vehicles in order to report the weight of the contents of each container before dumping. Will weights be required for front load container collections? Will weights be required for rear load (carts/toters) collections?
Answer: The government is interested in collection weights of recycle material when collected. This means that the front load truck will only record weights when empting the green recycle containers. The weight of the refuse collected by front load vehicle can be obtained from weight ticket from land fill. There may be times when it’s requested for front load truck to record container weight from a small group of buildings for a short period of time. The weight from recycle totters is a government requirement to determine recycle program progress.
Question: Please provide a sample report that will be required to be provided by the contractor if weighing each front load and/or rear load container is required.
Answer: The report design will be that of the contractor once approved by government.
Question: Attachment 3, Section 2.2.1 describes a report that must be submitted monthly to the COR that includes the fullness in ¼ increments for the recycling containers located in the building. Is the Government requiring that the drivers manually assess the fullness for each of the 450 recycling toters and record those findings on a report?
Answer: Yes. This method is used now or will need to record weight if truck equipped with scales.
Question: Will the Government provide a sample of such report.
Answer: No.
Question: If these containers are required to be weighed, will the Government also require a fullness assessment?
Answer: No.
Question: Attachment 3, section 2.1 indicates that the Contractor shall empty approximately 260 32-gallon exterior waste collection containers 1 time per week. During the site visit, certain containers were identified as not requiring service because the clients empty their own containers. Please confirm how many exterior 32-gallon containers require service each week.
Answer: The exact number being emptied currently is 88.
Question: Attachment 3, Section 2.4.6 indicates that the Contractor will evaluate all containers on a semi-annual basis, and report the findings to the COR. Section 2.4.8 indicates that the Contractor will evaluate all containers on a quarterly basis and report the information to the COR/ACOR. Section 2.8.3 indicates that the Contractor shall evaluate the containers monthly and report this information quarterly. Please confirm the frequency of this requirement and provide a sample report that includes the information required in section 2.4.8.
Answer: On current contract this report is not required. The only requirement is that contractor maintain containers in proper working condition. No report of this type will be required by COR. The only requirement will be that containers are kept in serviceable condition as indicated in section 2.4.6 and painted or repaired when needed.
Question: Attachment 3, Section 2.3.1.6 indicates that the Contractor shall provide a minimum of one weekly pickup of yard waste. However, this section also indicates that the Contractor shall provide pickup within 8 working hours from notification of a COR/ACOR. Are collections required each week, or only upon request by the COR/ACOR? If collections are scheduled weekly, will the 8 working hour notification provision be used for additional, emergency collections?
Answer: The requirement is for weekly pick-up schedule. Most of the time there are no bagged yard waste to pick-up. The 8 working hour’s requirement is for the situations where soldiers clean an area for a special event and yard waste my need to be removed sooner.
