Proposed price/cost will not be adjectively rated. The total evaluated price (TEP) will be the sum of all CLINs excluding transition in Section B.

Proposed prices evaluated as unreasonably high or unreasonably low may be grounds for eliminating an Offeror from competition either on the basis that the Offerors do not understand the PWS requirements or the offeror has submitted an unreasonable quote.

The Labor Categories can be replaced by similar labor categories that match or exceed the Education and Experience requirements provided that Offerors cross-reference labor categories to the ones chosen. SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS

Evaluation Factors for Award

Basis for Award:

The OCI Risk Mitigation Plan will be assessed by the Contracting Officer as part of a responsibility determination.

Based on the OCI Risk Mitigation Plan information required in Section L. If the Contracting Officer determines that the offeror has an OCI that cannot be mitigated, then the offeror will not be eligible for award.

Award will be based on Lowest Price Technically Acceptable (LPTA) using an informal source selection process.

Award will be made to a single Offeror whose quote conforms to the solicitation requirements, and whose quote, judged by an overall assessment of the evaluation criteria and other considerations specified in solicitation, represents the best value offer. In order to be eligible for award an offeror shall receive an Acceptable rating for all factors identified. An unacceptable rating in any of the factors will result in the offeror being considered ineligible for award. The Government may reject any or all offers if such action is in the public interest; and waives informalities and minor irregularities in the offers received.

Exchanges: The Government intends to evaluate quotes and may award a contract without discussions. Therefore, the offeror’s initial submission should contain the offeror’s best terms from a cost and technical standpoint. Each item evaluated will include designation that evaluators have determined is appropriate.

Informal Evaluation Process: The Procuring Contracting Officer (PCO) at Aberdeen Proving Ground, MD is the Source Selection Authority (SSA) for this effort. However, the DASA-CE Chief of Cost and Performance Management Division will evaluate the technical portions and provide a technical evaluation report to the SSA. The SSA will independently evaluate quotes and consider the written technical evaluations; then, make an independent source selection based on the selection criteria.

Factors to be Evaluated

The evaluation process entails evaluating a quote to determine a rating for each non-price factor.

Factors to be evaluated:

Factor One (1), Technical - Acceptable or Unacceptable

Factor Two (2), Management Approach - Acceptable or Unacceptable

Factor Three (3), Past Performance - Acceptable or Unacceptable

Factor Four (4), Price

Tables 1 and 2 reflect the ratings for all factors that the evaluation team will use when assessing offers. The evaluation team will determine and then assign a rating to each factor.

Evaluation Approach

The focus of the evaluation and selection process will be to identify the individual quote that meets the requirements of the Performance Work Statement (PWS). The offeror shall meet all of the requirements under Factor 1 Technical in order to be considered technically acceptable. The evaluation will analyze each offeror’s resources that are available to perform under the contract, and how those resources will be utilized during contract performance. This includes the offeror’s proven ability through demonstrated past experience to satisfy all Performance Work Statement requirements. The Government will evaluate all offers submissions in accordance with the requriments of Section L.

Factor 1 – Technical The offerors technical submission will be evaluated in accordance with the submission requirements in Section L above.

Table 1. Technical Ratings

Rating Description

Acceptable Proposal meets the minimum requirements of the solicitation.

Unacceptable Proposal does not meet the minimum requirements of the solicitation.

Past Performance: The evaluation team will evaluate past performance on an acceptable or unacceptable basis.

Table 2. Past Performance Ratings

Rating Description

Acceptable

Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below)

Unacceptable

Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered ‘acceptable.”

Cost/Price

Offerors shall comply with the provisions of FAR clause 52.222-46, Evaluation of Compensation for Professional Employees (FEB 1993). Each offeror and subcontractor, if they are part of the quote, shall submit a comprehensive "compensation plan" as part of their quote with an emphasis on recruitment and retention with respect to compensation (i.e. salaries and fringe benefits) as required in the clause. The plan shall discuss in detail all aspect of compensation with an emphasis on recruitment and retention. It should clearly address what fringe benefits are available and provided to the employees covered by this solicitation.

a. The government will evaluate the overall price of contractor’s price to ensure price offered is fair and reasonable by conducting price analysis. Additional documentation to support pricing shall be included such as publishes price lists, documentation on labor categories, past invoices, or any additional documentation that will substantiate the offers proposed price.

b. The Army seeks to award to one offeror who demonstrates compliance with all solicitation requirements on an Acceptable basis. The award will be made based on the Lowest Price Technically Acceptable Offeror.

The basis for determining the lowest priced offer will be the sum of CLINs 0001 – 1004, excluding CLIN 0005 phase-in. The transition Phase In pricing will be evaluated separately for price fair and reasonableness, if needed.

Offerors shall include an acknowledgement of the solicitation and all amendments made thereto with a completed/totaled Section B to be included within the Volume IV Cost submission. Price/cost data shall only be included in the cost volume, Volume IV, and not within any other submission part. There is no page limit for the cost/price part.
