W91CRB16R0007 Questions and Answers
Answers to questions raised on this solicitation are provided below. The Government appreciates all input and will continue to do its best to ensure the solicitation is clear.
Offerors are advised that the Q&A’s are not part of the solicitation, and shall not be construed to alter the terms of the solicitation or any resultant contract. Any changes to the solicitation will be made within the solicitation language itself via formal amendment. Offerors shall follow the language of the solicitation. Any inconsistency between the Q&A and the language of the solicitation shall be brought to the attention of the Contracting Officer.
Q: Have you obtained a Non-Manufacturing Rule (NMR) waiver for this procurement? If the Army has not received a SBA waiver for this procurement, suggest looking into using a NAICS code with a class waiver already in place. 337215 is commonly used for systems furniture requirements and has a waiver already in place.
A: This requirement is majority services and the NMR waiver is excluded for services. The Government believes that the current NAICS 337214 fits this requirement more than the proposed NAICS.
Q: Are there any incumbents performing on this requirement? If yes, who are they?
A: The company incumbent no longer is an 8a program and isn’t proposing to this requirement.
Q: Section B. Would you please clarify how the cost information from Attachments #5 are displayed/translated into CLINs 01 and 02?
A: One CLIN is for labor and the other CLIN is for ODCs which require a receipt to be provided. The Government pays at cost only. Section B is not to be filled in as the base award will have Not to Exceed (NTE) amounts in the CLINS. The task orders will have actual amounts per the winning Fair Opportunity. The sample task order attachments are to be submitted with the proposal and will be the basis for the price/cost analysis for the base award.
Q: Attachment 5. ODCs have duplicate items for both Phase 1 and 2 (Permits, Stamped Drawings Costs, Other designer Cost/Fees…, etc). Please clarify why these items?
A: The ODC’s listed are provided only as examples of the types of costs permitted to be charged to ODC’s. Offerors’ proposals should include only those ODC’s they find applicable to their approach. All ODCs should be at cost with no additional fees associated with them and receipts are required. Permits need to be obtained only once in the execution phase or the planning phase, not during both. It is left to the contractor’s discretion to list the ODCs required.
Q: Attachment 2. Contract Data Requirements Lists – Are these forms required for the proposal submission? Also, are the estimated total prices for these line items required?
A: CDRLs need not be completed and submitted as part of the proposal. They are included to show the CDRLs that will accompany the Task Orders. Each Task Order might have its own CDRLs. However, note that the cost to develop and deliver these CDRLs should be included in the basic cost proposal, although not separately priced.
Q: PWS 5.5. AV & Security Services – Please provide additional information on the extent of services that may be required under this specific task.
A: The specific intent of this question is unclear. However, note that there are no services under paragraph 5.5 in the sample tasks. PWS has been amended to add to this paragraph that there may be some minor audiovisual connections such as running cable for a VTC.
Q: Section L. Corporate Experience – Please provide a page limit for the Corporate Experience (Part II, Tab B).
A: 20 Pages. Solicitation has been updated.
Q: Attachment 4. Regarding the sample task orders, please clarify what product is to be reused and where it’s coming from? The Phase 1 and Phase 2 PWSs seem to be in conflict.
Phase 1 has the following language: “The Contractor shall utilize existing task chairs within the Suite and box/box/file pedestals from another floor within the same building.” The Phase 2 BOM includes purchase of new task chairs and pedestals which implies purchase of new items.
A: Offerors should assume that the design will only provide the supplies and services needed to address the changes marked in blue on the drawings. All other workstations or other drawings are assumed to remain the same. Note that for the design phase, offerors shall propose the effort necessary to develop a design such as that identified in phase II if developed independently and IAW PWS standards.
Phase 1 is considered the planning/design phase. The contractors produce designs, list of existing components, excess components, and the BOM, per the PWS. The BOM is priced on Phase 1. There may be furniture components that can be reused. So if there are existing components that will be used along with the new products it will be identified in this phase. During Phase 1 the floor plan of the space are usually provided and the requirement and site visits are conducted. Phase 2 is considered the execution phase and is when the contractor procures the furniture identified in the BOM that was produced during Phase 1. During Phase 2, the furniture is also installed.
Q: Do you require that the contractors be onsite Monday through Friday?
A: No
Q: It states an 8a would need to respond. Would Unicor be eligible to bid?
A: The requirement is a 100% 8(a) set aside, therefore, if the contractor is an 8(a) then it is eligible to propose. Unicor will not be solicited IAW FAR 8.602(a)(4)(i)((A).
