SECTION 011000 - SUMMARY

Revise this Section by deleting and inserting text to meet Project-specific requirements.

This Section uses the term "Architect." Change this term to match that used to identify the design professional as defined in the General and Supplementary Conditions.

This Section supplements the requirements of the Owner-Contractor Agreement and General Conditions published by the AIA. When other contract documents are used for Project, coordinate the requirements found here.

Much of this Section consists of Project-specific data. Examples given in the model text in the Evaluations illustrate possible Section content. Use the model text to develop text for specific Project requirements. See Evaluations.

This Section and others in Division 01 that deal with multiple contracts use four contracts to illustrate a typical project conducted under multiple contracts. Revise to suit Project.

Verify that Section titles referenced in this Section are correct for this Project's Specifications; Section titles may have changed.

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

Retain or delete this article in all Sections of Project Manual.

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section Includes:

1. Project information.

2. Work covered by Contract Documents.

Retain subparagraph below to cross-reference requirements Contractor might expect to find in this Section but are specified in other Sections.

1.3 PROJECT INFORMATION

A. Project Identification: Unit Training Equipment Site Add/Alt.

1. Project Location: Ravenna Training and Logistics Site, Ravenna, OH.

B. Owner: Ohio Army National Guard.

1. Contracting Officer: SGM Joseph E. Miracle, US Property and Fiscal Office for Ohio, Purchasing and Contracting Division, 2811 West Dublin Granville Road, Columbus, OH 43235-2789.

2. Technical Inspector: Gary Hamilton - Facilities Management Office, 2825 West Dublin Granville Road, Columbus, OH 43235-2789.

C. Architect: Bradley J. Butcher & Associates.

1. Project Manager: Tim Baker

Retain "Architect's Consultants" Paragraph below if providing contact information for Architect's consultants for Project use.

D. Architect's Consultants: The Architect has retained the following design professionals who have prepared designated portions of the Contract Documents:

Copy and re-edit subparagraph below for each consultant. Coordinate with requirement in Section 012900 "Payment Procedures" to arrange schedule of values data by design consultant contracts for purposes of delineating the scopes of multiple certifications of payments.

Retain "Other Owner Consultants" Paragraph below if Owner has retained design consultants, in addition to Architect, under separate contract(s).

Retain "Design-Builder" Paragraph below for design-build projects.

Retain "Project Web Site" Paragraph below if Project uses a project Web site, project extranet, or FTP site for information and document management.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

In first paragraph below, include an abbreviated description of the Work for Project identified in "Project Information" Article. See Evaluations. For single prime contracts, this article may be eliminated.

A. The Work of Project is defined by the Contract Documents and consists of the following:

1. A 6,840 square foot addition to the existing UTES facility including mechanical and electrical as designed.

Insert additional paragraphs for other major items of work. See Evaluations for model text.

B. Type of Contract:

Retain one of two subparagraphs below.

1. Project will be constructed under a single prime contract.

1.5 PHASED CONSTRUCTION

Retain this article if phased construction with multiple Certificates of Substantial Completion is required. See Evaluations.

Revise first paragraph below to suit Project. See Evaluations for model text.

A. Phasing of work, if required, will be determined by the Contractor in order to meet the required completion date.

B. Before commencing Work, a project schedule, AF 3064 showing the sequence, commencement and completion dates, and move-in dates of Owner's personnel shall be submitted.

1.6 GOVERNMENT-FURNISHED PRODUCTS

A. If the Government furnishes equipment the Contractor's work will include providing support systems to receive the Government's equipment and make plumbing, mechanical, and electrical connections to ensure the operation of the furnished products.

1. Government will arrange for and deliver Shop Drawings, Product Data, and Samples to Contractor.

2. Government will arrange and pay for delivery of Government-furnished items according to Contractor's Construction Schedule.

3. After delivery, Government will inspect delivered items for damage. Contractor shall be present for and assist in Government's inspection.

4. If Government-furnished items are damaged, defective, or missing, Government will arrange for replacement.

5. Government will arrange for manufacturer's field services and for delivery of manufacturer's warranties to Contractor.

6. Government will furnish Contractor the earliest possible delivery date for Government-furnished products. Using Government-furnished earliest possible delivery dates,

7. Contractor shall designate delivery dates of Government-furnished items in Contractor's Construction Schedule.

8. Contractor shall review Shop Drawings, Product Data, and Samples and return them to the Government noting discrepancies or anticipated problems in use of product.

9. Contractor is responsible for protecting Government-furnished items from damage during storage and handling, including damage from exposure to the elements.

10. If Government-furnished items are damaged as a result of Contractor's operations,

11. Contractor shall repair or replace them.

12. Contractor shall install and otherwise incorporate Government-furnished items into the Work.

1.7 ACCESS TO SITE

Retain one of two "General" paragraphs below. Retain first paragraph if Project is on a vacant site or in an unoccupied building being renovated and there are no Owner-occupancy requirements. Retain second if Owner will occupy portions of an existing site or building. Revise to suit Project.

A. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.

Retain "Use of Site" Paragraph below if Project site is accessible to other parties or if parts of a building being renovated are occupied during construction. Revise to suit Project. See Evaluations for model text.

B. Use of Site: Limit use of Project site to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.

Retain first "Limits" Subparagraph below on projects where necessary to describe areas of a site where work is permitted. Expand to indicate areas of site where incursions are forbidden under any circumstances. See Evaluations for model text.

Retain "Limits" Subparagraph below for greenfield sites if reduced site disturbance is required for LEED-NC, LEED-CS, or LEED for Schools Credit SS 5.1. See Evaluations.

1. Limits: Limit site disturbance, including earthwork and clearing of vegetation, to 40 feet (12.2 m) beyond building perimeter; 10 feet (3 m) beyond surface walkways, patios, surface parking, and utilities less than 12 inches (300 mm) in diameter; 15 feet (4.5 m) beyond primary roadway curbs and main utility branch trenches; and 25 feet (7.6 m) beyond constructed areas with permeable surfaces (such as pervious paving areas, stormwater detention facilities, and playing fields) that require additional staging areas in order to limit compaction in the constructed area.

"Driveways, Walkways and Entrances" Subparagraph below is an example of a special requirement appropriate to many projects. Revise to suit Project or delete.

2. Driveways, Walkways and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

a. Schedule deliveries to minimize use of driveways and entrances by construction operations.

b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

Insert other paragraphs, as appropriate, describing additional limitations on use of site by construction personnel. See Evaluations for model text.

Retain "Condition of Existing Building" Paragraph below if the Work involves existing occupied building.

C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations.

Insert additional paragraphs specifying specific limitations on use of existing building. See Evaluations for model text.

1.8 COORDINATION WITH OCCUPANTS

Retain "Full Owner Occupancy" Paragraph below if Owner will occupy all or part of premises during construction. Revise to suit Project. See Evaluations.

A. Full Owner Occupancy: Owner will occupy site and existing building(s) during entire construction period. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's day-to-day operations. Maintain existing exits unless otherwise indicated.

1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.

2. Notify Owner not less than 72 hours in advance of activities that will affect Owner's operations.

Retain "Owner Limited Occupancy of Completed Areas of Construction" Paragraph below if Owner might occupy completed portions of building before Substantial Completion. Revise to suit Project.

B. Owner Limited Occupancy of Completed Areas of Construction: Owner reserves the right to occupy and to place and install equipment in completed portions of the Work, prior to Substantial Completion of the Work, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and limited occupancy shall not constitute acceptance of the total Work.

Retain subparagraphs below that describe procedures and requirements that may be necessary before limited Owner occupancy of portions of Project. Revise to suit Project.

1. Architect will prepare a Certificate of Substantial Completion for each specific portion of the Work to be occupied prior to Owner acceptance of the completed Work.

2. Obtain a Certificate of Occupancy from authorities having jurisdiction before limited Owner occupancy.

3. Before limited Owner occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, Owner will operate and maintain mechanical and electrical systems serving occupied portions of Work.

4. On occupancy, Owner will assume responsibility for maintenance and custodial service for occupied portions of Work.

1.9 WORK RESTRICTIONS

A. On-Site Work Hours: Limit work in the existing building to normal business working hours of 0700 Hours to 01700 Hours, Monday through Friday, unless otherwise indicated.

1. Weekend Hours: Must be approved 72 hours in advance.

2. Early Morning Hours: Must be approved 24 hours in advance.

3. Hours for Utility Shutdowns: Must be coordinated and approved by the Government one week in advance.

B. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:

1. Notify Owner not less than two days in advance of proposed utility interruptions.

2. Obtain Owner's written permission before proceeding with utility interruptions.

Retain "Noise, Vibration, and Odors" Paragraph below for work in or near occupied facilities.

C. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Owner occupancy with Owner.

1. Notify Owner not less than two days in advance of proposed disruptive operations.

2. Obtain Owner's written permission before proceeding with disruptive operations.

Retain "Nonsmoking Building" Paragraph below if required for LEED.

D. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet (8 m) of entrances, operable windows, or outdoor-air intakes.

Retain remaining paragraphs to correspond to Owner's requirements. Revise to suit Project. Where Owner's requirements are extensive, refer to and insert Owner policy and procedure documents to the Project Manual.

E. Controlled Substances: Use of tobacco products and other controlled substances on Project site is not permitted.

Insert additional paragraphs to specify restrictions on Contractor's use of premises or to specify limitations because of Owner occupancy.

1.10 SPECIFICATION AND DRAWING CONVENTIONS

Retain this article or portions of it if an explanation of conventions used in the Specifications and Drawings is necessary. Revise to suit Project. See Evaluations.

A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:

1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.

B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.

Retain "Drawing Coordination" Paragraph below to explain relationship between Drawing information and Specification content. Revise to suit Project.

C. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:

1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections.

2. Abbreviations: Materials and products are identified by abbreviations published as part of the U.S. National CAD Standard and scheduled on Drawings.

3. Keynoting: Materials and products are identified by reference keynotes referencing Specification Section numbers found in this Project Manual.
