Questions from Solicitation W9133L-17-R-0037 posted: 2 March 2017

Question 1. Is this solicitation primarily covering the 3 markets listed on Attachment number 1?

Response 1: The 3 market areas listed in the sample TO represents a segment of the market. However, the tasks listed in the sample task do not represent the entirety of the potential market.

Question 2. Is Attachment 3 “Sample task order” item 5.4 referring to designing a program to promote ANG at college campuses, high schools, state fairs, as you have done in the past with LM&O?

Response 2: Yes. Offerors’ proposals should include the programs discussed above in the most as well as other similar approaches to promote the ANG.

Question 3. Is ANG requesting on one advertising agency to cover all aspects of this solicitation?

Response 3: Yes, this is a Single Award Task Order Contract (SATOC). SATOCs are purchasing mechanisms used as a form of solicitation requesting proposals from vendors. Only one awardee will be chosen. The awardee then is the sole provider of services as tasks orders are issued.

Question 4. What is the yearly budget amount to manage the program?

Response 4: The Government will not respond to this question in this Amendment.

Question 5. Who are the agencies bidding on this program?

Response 5: The Government does not have visibility on the potential offerors for this solicitation as this is a competitive acquisition that is set-aside for small business.

Question 6. According to Section L -INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2015) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code for this acquisition is 541810 Advertising Agencies; the small business size standard is $15,000,000.00. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

Question – Can the government clarify this statement in Section L about the small business set-aside provision? Does this mean that the government will allow a small business prime that has revenue over $15 million but under 500 employees?

Response 6: The solicitation will be amended to remove the latter part of the statement, which states “…However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.” The small business size standard for this requirement is $15M.

Question 7. Is the $90M the total amount for this subject SOW?

Question 13. Will there be a pre-bid conference? If not, why did you choose not to offer one?

Response 13: No, we are not hosting a Pre-Proposal conference. The ANG has worked on this requirement for several years.
