Questions #3
1. Reference Questions and Answers #1, Answer 7 and PWS Paragraph 1.6.l: The answer provided by the Government appears to be in conflict with the PWS paragraph. The answer states that the National Guard Bureau will not sponsor a contractor for Facility Security Clearance, yet the PWS states that the government (Contracting Office) will request one if needed. Please clarify.
The positions do not require a security clearance therefore the government will not sponsor the cost of a security clearance investigation. The government however provide sponsorship to access the base and the facility to perform work.
2. Reference Questions and Answers #1, Answer 11: The Government’s answer confirms the applicability of the Service Contract. Please confirm the applicable Wage Determination to be used by Offerors is 2015-4282.
I cannot answer this
3. Reference PWS Paragraph 1.4.2.2: The paragraph states that the Document Control Center is to be manned at all times. Please confirm the unclassified mail facility and the Document Control Center are co-located areas.
The Document control center is used strictly to process unclassified mail.
4. Reference PWS Paragraph 1.6.b and RFP: This paragraph and several others reference a Secret clearance requirement; however, there is not a DD254 included in the solicitation. Request the Government provide a DD254 with the solicitation.
A clearance is not required for this position.
5. Reference PWS Paragraph 3.1: The paragraph references furnished facilities as outlined in Appendix 2. Please provide a copy of Appendix 2 for Offeror review.
Moore may be able to offer this
6. Reference PWS Paragraph 3.2: The paragraph references an initial inventory of materials as listed in Appendix 2.2, which does not appear to be provided in the RFP. Please provide Appendix 2.2 for Offeror review.
Moore may be able to offer this
7. Reference PWS Paragraph 5.1.4: The paragraph states the Contractor is to “Perform random scanning daily based on force protection levels, ALPHA, BRAVO, CHARLIE, DELTA.” There are no scanning equipment items listed in the GFP list in Section 3 of the PWS. Please confirm this scanning is a visual scanning of mail and parcels for suspicious items or clarify the Government’s intent of this requirement.
This means a visual scan of all mail to ensure abnormalities are reported to the government
8. Reference PWS Paragraph 5.2.1: The paragraph references distribution as occurring two times per day. Please provide an estimate on the amount of time needed to complete the 24 mail stops supported.
2.5 hours total time for 2 separate deliveries
9. Reference PWS Paragraph 5.13.1 and RFP Section B: The paragraph outlines a requirement for services outside the normal service window covered by the Firm Fixed Price provisions of the RFP. Please clarify how costs associated with the extended service window are to be recovered by the Service Provider.
This cost should be factored into the RFQ. Typically the need for extended hours would occur rarely. A contractor can assume that this would not exceed 16 man-hours in a quarter. FY 2015 the ANGRC consumed no additional hours beyond the normal work day.
Note: It is necessary that a background check is complete. The ability for a person to get email locally requires a favorable check when they request a computer if required. This is not a security clearance. Basically, we do not want felons handing packages or mail in a headquarters building. There will be no access to classified materials. Therefore it is the responsibility of the company to ensure the employee is background checked prior to being approved to gain base access.
